Maybe set a minimum of 13A1s as the first criteria. From the list that passes the first criteria, they can further filter by income and extra-curricular activities. second option, set the income criteria as first priority. for example, select ALL students who family earns RM3k and below. from that list, filter the best 2000 SPM results. i think PSD should adjust the criteria if they are unable to provide more scholarships.
