Amanah Saham 1Malaysia (AS1M) for Indian Community

According to the Malaysian Indian Blueprint, one of the initiatives planned for the Indian community is a special allocation to invest in Amanah Saham 1Malaysia (AS1M). This was also mentioned in Budget 2018 speech by Prime Minister. A total of RM1.5billion is allocated via AS1M fund to the community, with a maximum limit of 30,000 units per person. That means about 50,000 people if everyone fully utilise their allocation.

The agency in charge is SEDIC, an unit under the Prime Minister’s Department. You can find SEDIC’s FB post on AS1M here.

To help those in low income category, specifically the B40 group (having household income below Rm4680 as of 2017), the government is given a soft loan of RM5,000 per person. RM500 million is allocated for 100,000 families via interest-free loan for five years (monthly repayment of RM83++ for 5 years). It is expected that the return from the investment will be sufficient to pay for the loan.  However based on the dividend rates for past few years, assuming return of 6.5%, the dividend will be RM325 while repayment for 12 months will be RM1,000.

The procedure to apply for the RM5,000 soft loan will be announced in February and remember it is for the low income category define as in B40 group. However, regardless of being in B40 group or not,  you can start buying the AS1M units starting from Monday 29th January 2018.

The units can be bought beginning 29 January 2018 from ASNB branches  (click here to see list of branches) or its agent banks (Maybank, CIMB, RHB, POS Malaysia, Affin Bank, Alliance Bank, Am Bank, Bank Muamalat or Bank Simpanan Nasional).

For those already having invested in AS1M before, you can top-up until reach 30,000 unit at the branches or via online at myasnb.com.my .

If you are wondering about the unit prices, AS1M trades at RM1 per unit as shown below (price from ASNB website:

Let’s do a rough calculation for 5 years with 6.5% return per annum:

Year Investment Value (RM) Dividend (RM)
2018 5000.00 325.00
2019 5325.00 346.13
2020 5671.13 368.62
2021 6039.75 392.58
2022 6432.33 418.10
6850.43

With RM5,000 investment, you can get RM6,850.43, a return of 37% or average of 7.4% per year.

Its obviously better than FD rates, but face competition from unit trusts which tend to offer better returns (Disclaimer: I’m not promoting any unit trust products).  For those looking to diversify their investments, can consider investing some amount in AS1M or even other unit trusts under ASNB provided you are qualified.

Read the  ASNB Statement on AS1M.

Was watching TV2 Tamil news yesterday. Deputy Education Minister P Kamalanathan was talking about the recent matriculation intake. Out of the 1500 seats allocated to Indian students, 1394 was taken up. Initially more than 6000 students applied, and in the first round nearly 1200 were selected. some of the rejected their places and thus the balance 4000+ who appealed (nearly all who applied appealed) were review and few more were selected.

My question is, out of the 4000 over applicants, we can’t even get 1,500 candidates? Even after review those who appealed? Very strange.

Have a look at the minimum qualification required to apply matriculation:

SYARAT KELAYAKAN MINIMUM

I have two relations with string of As who didn’t get the place even after appealing. So what gives? Logically, if you got 6000 over applicants, who all meet the minimum requirements, you can easily fill up the 1500 seats. And yet got 106 places left vacant. That’s 7% gone, and probably the chance for 106 students to get education. did the 106 reject after appeal approved? Didn’t turn up last minute due to campus allocation?

Anyway, I don’t think will get answer to the question.

UPDATE July 5: According to reply from Dep Minister P Kamalanathan via twitter (reply link here):

Yes sir 4 d remaining 318 places offered 356 students a place 2 do Matrics, but only 212 students accepted d offer

So out of the 356 appellants offered place, 212 (59.5%) accepted and 144 rejected (40.5%). Quite high rejection rate. Maybe due to late appeal results which means they have taken other options, or wrong appellants given offers.

BTW, application for 2015 intake is now open. Refer http://apps5.moe.gov.my/matrikulasi/permohonan/login.cfm

SJKT St Joseph to go online for new school campaign

Looks like the school board has decided not to waste time waiting. As for me, I had informed Deputy Minister P Kamalanathan, and according to him “Have been informed sir @mpoobalan am waiting for more details and will seek clarification as well.” (ref here).

Hopefully the school’s predicament does not become another disaster for MOE and MIC.

Giving way: St Joseph was built in 1924 on wooden stilts. Today, it still stands on the same wooden stilts.

THE board of governors of an 89-year-old Tamil primary girls school in Sentul, Kuala Lumpur will start an online campaign to push the government to build the promised new school.

SJK (T) St Joseph’s board of governors chairman Alice Fatimah said as a start, they would initiate a petition and obtain signatures from parents of children studying in the school as well as the public.

“We will also set up a Facebook page to create awareness on the campaign,’’ Alice said.

She expected that things would get moving after the school’s Sports Day on June 15.

“We will call for a meeting with the board to discuss details and mobilise the parents,’’ she added.

Alice said the board felt that relying on politicians alone to resolve the issue was not enough.

There isn’t enough space for proper storage, not even for school files.

“We have had many politicians visit the school each time the matter was highlighted in the press, but nothing ever got done,’’ she said.

In January during the distribution of RM100 school assistance by then Deputy Federal Territories Minister Datuk M. Saravanan, parents had requested for a new building with proper facilities.

Following this, Saravanan announced the Government had allocated three acres of land in the Batu Muda people’s housing project (PPR) where the school would be relocated to.

He said the land belonged to the Education Ministry, and that it was ideal because it could accommodate a football field too.

Alice said there had been no news since.

Meanwhile, the Batu MIC division and its youth wing leaders have pledged to offer assistance and support for the online campaign.

Batu MIC division chairman Ramanathan Chinnu and youth chief D.R. Pala Kumaran have expressed their willingness to help the school board initiate the online campaign.

“This is a problem that involves the community and concerns the future of our children,’’ Pala said.

“I will push the authorities to speed up the procedures to secure the land promised to the school,” added Ramanathan.

St Joseph was built in 1924 on wooden stilts. Today, it still stands on the same wooden stilts. The school does not have a canteen, field, library, science lab or computer room.

Its pupils sit under trees during recess and have been doing their sports activities by the roadside.

In January, StarMetro reported that the owner of the land had asked the school to relocate.

The partially-aided school has five classrooms, 135 pupils and 15 teachers.

SJKT St Joseph still standing on stilts built in 1924!

This is the SECOND time this school’s misery is published in newspaper. Already once in January, and before that in 2011. So that’s 2.5 years. Already. Nothing to be surprised as the school remains the same as in 1970s, and standing on the same stilts built in 1924. Another 11 years it will centenary celebration for the stilts.

Before GE13, MIC’s Dato Saravanan visited and mentioned about relocation.  6 months down the lane, still waiting for decision. Will forward this to newly minted Deputy Minister of Education P Kamalanathan to see how things are progressing.

No canteen, no field, no computer lab, no science lab. AND still does well in UPSR.

Do you believe these parents will vote for you?

89 years old: St Joseph was built in 1924 on wooden stilts. Today, it still stands on the same wooden stilts. The school does not have a canteen, field, library, science lab or computer room.

PARENTS of children attending an 89-year-old Tamil primary girls’ school in Sentul, Kuala Lumpur are calling on the Government to make good its promise to build a new school for them.

SJK (T) St Joseph’s board of governors want to know what progress has been made on a pledge that they be relocated.

“Saravanan told us an announcement would be made before the general election,’’ school board chairman Alice Fatimah said. However, they have not heard anything since.

“Every day they (parents) ask me to update them on when we are getting the land. Their children’s future is at stake,’’ she said.

“We want the authorities to come clean about their plans for our school, especially when there are rumours that something else is being planned for the land.

“We will go to Putrajaya to see the Prime Minister if we have to.”

She reiterated that they were only asking for what had been promised.

Alice said St Joseph would be holding its annual Sports Day on June 15, and the school authorities needed to look for sponsors to bring pupils to the venue.

We face this problem every year. Since we have no school field or proper facilities, we have to beg for sponsors to provide us with a venue to carry out activities such as Sports Day.

“This time, we are holding the event at La Salle Sentul, but we still need funds to transport the children there.

“In April, we organised a Science Day for the children but we could not afford to hold it at a different venue. We had no choice but to cram over 100 pupils into the assembly area.

“This is not the way to educate children, we clearly need a more conducive environment for them,’’ she lamented.

All this can be settled once and for all if the Government builds the school,’’ said Alice, who was formerly the St Joseph’s parent-teacher association (PTA) chairman.

Former PTA deputy chairman Kobi Subramaniam said there were rumours the land had been allocated for another project.

A parent who only wished to be identified as K. Menaka said she studied at St Joseph in the 1970s.

“It was tough back then, with no facilities, but nothing has changed for my 10-year-old daughter who is studying here now,’’ she said.

Parent M. Shankar said with so many Indian representatives in the government, someone should take the responsibility to solve the problem.

“Enough is enough, it is time for action and we want this matter resolved once and for all,’’ Shankar said.

St Joseph was built in 1924 on wooden stilts. Today, it still stands on the same wooden stilts. The school does not have a canteen, field, library, science lab or computer room.

Its pupils sit under trees during recess and have been doing their sports activities by the roadside.

According to Alice, the school receives some funds from the Education Ministry from time to time to repair the leaking roof and termite-infested building.

“Clearly, long-term solutions are needed for the well-being of these children,’’ she said.

In January, StarMetro reported that the owner of the land had asked the school to relocate.

Due to uncertainty over its future, the school authorities were not able to proceed with renovation plans on the ageing structure.

“It would be pointless to keep renovating when in the end, we do not know what the future holds,’’ Alice pointed out.

The partially-aided school has five classrooms, 135 pupils and 15 teachers.

Those interested in helping the school can call Alice at 012-305 9615.
