Subramaniam will double his ministry’s efforts to enhance human capital skills in order to attract foreign investment into the country. The availability of skilled labour is going to be a major factor in attracting foreign investors and enhancing our global competitiveness. “We have been a favoured destination for a long time. This because our workforce can be easily trained,” he said at fist press conference at the ministry today.

Currently, there were 26 skills training institutes offering training in 42 areas of skills under the ministry. Some 18,000 students are currently enrolled in them.

One of the main areas of skills identified is in services training. “We will add on (skills’ training) according to the ever changing needs of the industry,” he said.
Dr Subramaniam also said there was also progress on Indian participation in the public sector. MIC, he added, had raised the issue with the relevant government authorities even before the elections. “We see this happening already. For example a number of Indians were hired in the Housing and Local Goverment Ministry in the last few months,” he added.

Dr Subramaniam said that issues related to Indians and employment was one of the reasons the MIC was given the human resources portfolio in Cabinet. “The Prime Minister is hopeful that issues related to unemployment, low numbers enrolled in skills’ training institutes and the plight of estate workers among the Indian community can be effectively addressed,” he said.

The ministry would also focus on the welfare and safety of employees. Dr Subramaniam said that those involved in work-related accidents would be covered under the employment injury insurance scheme and invalidity pension scheme. “We will also look at enhancing the back to work programme through medical aid and rehabilitation efforts,” he said.

Meanwhile, while he is the boss at the Human Resources Ministry, Dr Subramaniam will still be taking orders from MIC chief Datuk Seri S Samy Vellu on party matters. He said he will continue to play his role as secretary-general and support the president in re-energising the party.

Dr Subramaniam, 54, earned his position in history books as he will be known as the person replacing Samy Vellu, who for nearly 30 years, has been the only Indian cabinet minister. His involvement in politics started some 18 years ago when he was made chairman of one of the MIC branches in Malacca. The National University of Singapore medical graduate was in practice for 26 years as a doctor until 2004 when he contested in his first elections for the Segamat parliament seat and won. He was then made parliamentary secretary of the Ministry of Housing and Local Government. He became secretary general of MIC following party elections in 2006.

We see this happening already.
