Yet another scheme for unemployed grads

Today, HR minister (does he look younger by 30 years now? ) announced a program called GEP – Graduate Employability Program, a special training program  to “equip fresh and unemployed graduates with skills required by the industries”. RM10.5 million had been allocated and is managed by PSMB (HRDF).  There are six main skills to be focused on: ICT; competencies; transferable skills which include communication, analytical thinking and problem-solving; relevant working experience; exploring new route for their career; and job placement. The target group would be diploma and degree holders who had been unemployed for at least three months after graduation.

“The GEP’s aim is to increase the skills and competencies of graduates to prepare them for the job market with higher salaries and to assist the less fortunate graduates who cannot find employment due to lack of skills,” he said when launching the GEP here.

…”We will select the first batch of 1,000 graduates for this programme and they will undergo training between five and six months,” the minister said.

He said the training would include three components – classroom training; attachment; and job placement.

“The attachment component provides hands-on learning environment and because of on-the-job experience, it makes its easier for trainees to apply what has been learnt in the classroom to where they are attached to,” he said.

He said the government would bear the course fee for the graduates who would also be paid a monthly allowance of RM500 during the training.

He said on completion of the GEP, the trainees would secure employment almost immediately.

Great news indeed. No doubt about it. I’m happy for the graduates who couldn’t/didn’t/wouldn’t  learn proper stuff in IPTA/IPTS due to a variety of reason (wrong course, outdated syllabus, personality problem, laziness, not focused, language problem, lecturer not good, AUKU, etc.) being given second chance.

You can download the form from HRDF website (but its not available or I can’t find it, as of 12.45am 18 July 2010)

But aren’t there similar schemes already? Remember GEMS?

The Graduate Employability Management Scheme (GEMS) is a government capacity building initiative to equip unemployed graduates with commercially useful skills and experiences that would enhance their employment opportunities. It is part of the RM7 billion stimulus package announced by the then Deputy Prime Minister and Finance Minister, Dato’ Sri Mohd. Najib Razak (who is currently the Prime Minister), to keep the economy of the country ticking. GEMS is expected to train up to 12,000 graduates over a period of two (2) years.

This progamme is based on the Graduate Employability Enhancement (GREEN) Programme which was organised by Khazanah Nasional Berhad (Khazanah) with the support of various Government-linked companies (GLCs). Moving forward, Khazanah was given the mandate by the Government to manage GEMS and support the government’s initiatives to reduce unemployment among graduates. Dato’ Sri Mohd. Najib Razak launched the GEMS Programme on 13th March 2009 in Putrajaya.

Responsibilities

  • The GEMS programme is divided in two parts. in the first part, graduate will undergo a two and a half -months in-house training whereby they will be exposed to skills and qualities that will help improve their confidence and ability to communicate, as well as to manage tasks and responsibilities that are importatnt in their work life.
  • This will followed by a six-month on-the-job training at various organisation and institutions including GLCs under the second part of the programme. it will provide valuable working experiences and knowledge to support the participants’ future growth.

Requirements

  • Open to Malaysians who have graduated with recognised Degree.
  • Fresh graduates/Entry level applicants are encouraged to apply.
  • Obtained a minimum CGPA rating 2.5 or its equivalent.
  • Applicants must be below 27 years old.
  • Applicants with academic qualifications higher than a Bachelors’ Degree are not eligible to apply.
  • Applicants must be willing to undergo on-job-training at participating organization nationwide.

Allowance

Participant will receive monthly allowance of RM1000 during the training programme.

Yeah, there are some similarities and also differences (allowance, duration, location of training among them) between the programs (bro Novinthen says its different scope and agenda). For me, its just some minor differences which can be streamlined. I hope the poor graduates are not confused on which to apply for. As it is, they graduated with much difficulty form IPTA/IPTS and under pressure from not securing a job. They may end up applying for all schemes, and create unnecessary paperwork for the staff. Maybe the ministry should think about consolidating the schemes. Maybe can save some money too. Saving money schemes (especially the ones that don’t involve price hikes -i used price hike because its shorter to type than the s-u-b-s-i-d-y  r-a-t-i-o-n-a-l-i-s-a-t-i-o-n  or  u-p-w-a-r-d  p-r-i-c-e  a-d-j-u-s-t-m-e-n-t ) would be liked by rakyat.

Poverty line a moving target

so says the MCA chief, and I agree with him. No point updating our GDP, CPI, and other 3 or 4 letter abbreviated indicators, but forget to update the poverty line. Is RM700 per household low-income or hardcore poor?

Malaysia has not yet eradicated poverty but it does not mean the policies implemented over the years to ease the problem were ineffective, said MCA president Datuk Seri Dr Chua Soi Lek.

The fight against poverty, he added, is a never-ending process and the poverty line was always a “moving target.”

“There should be a natural adjustment to push the poverty line upwards after taking into consideration the inflationary impact and the spending power of households,” Dr Chua said when addressing the ICAPP Conference on Poverty Alleviation here yesterday.

He said some of the policies involving poverty eradication had indirectly led the country into an income trap.

“Various surveys conducted over the years suggest that Malaysia’s strong income growth is only applicable to the top 20% of the income earners, while the bottom 40% experienced the slowest growth, with an average income of only RM1,222 in 2008,” he said in a press statement.

In order to solve the problem, he said the New Economic Model (NEM) aimed to double the country’s current per capita income of RM23,000 to RM49,500 by 2020.

Floria Putrajaya 2010

From Floria Putrajaya 2010 Part 1

I’m sure many folks are aware of the ongoing Floria Festival in Putrajaya. It started on 10th July and will end on the coming Sunday, 18th. Its basically a flower exhibition. The theme this is on Heliconia flowers.

From Floria Putrajaya 2010 Part 1

We went to the festival last Sunday, at around 9.15am. Based on 2007’s experience,  I estimated about 3 hours would be sufficient to cover the whole area. Guess what, it took our 7 hours to cover the grounds, and we didn’t even managed to enter the indoor exhibition!

From Floria Putrajaya 2010 Part 1

We started at the Putrajaya Cruise area, visiting the booths set up by schools and IPTA/IPTS. Then, we proceeded to visit the lots of state governments, federal agencies and such. The Landscape Department had some performers from Peru.

The outdoor exhibition are itself took us nearly 3.5 hours. We had to take a break to quench our thirst. There were two location for food, one was the numerous stalls along Persiaran Perdana, and the other is the few mobile vehicles (including fast food operators) near the lake. The weather was very hot, and I pity those who came with kids and elderly folks. Luckily, there were tram services along with rickshaw rides to alleviate the strain on the feet.

By the time we reached the main tent for indoor exhibition, the queue was about 30 people long. At one of the locations near the tent entrance, we found five small ducklings try their best to hide under the shades. Pity the animals!

We decided to visit the stalls selling flowers (especially orchids, herbs and fruit/vege plants) and gardening stuff. Bought some plants and stuff. Took another break to rehydrate. When we went back to the main tent, the queue was even longer! We decided to return another day to visit the indoor exhibition.

By the time we left the place around 4.15pm, I think we covered most of the 15 acres of the festival.

We made our second trip on Tuesday the 13th, at around 7pm. The crowd was very minimal (According to the stall staff, Monday was even worse). I guess the frenzy is on weekends only. We visited the indoor exhibition which housed exhibition by famous designers. Sorry to say, very few of those impressed me. Maybe I’m not able to understand the exhibits.

We also dropped by the bonsai exhibition area (outside the tent) which we skipped on the first visit. Some pretty impressive-sized bonsai were on exhibition.

We bought some stuff at the stall, and then made a quick walk along the outdoor exhibition plots. Night time photography was more difficult (I didn’t bring tripod). The second trip took about 2.5 hours. BTW, the ducklings were fast asleep, probably too tired and exhausted.

Words of advice: Weekend crowd is a lot, so come early. The doors open at 9am. Bring hat/umbrella and water.

Merdeka celebration on a smaller scale

July 9th, 2010

Something I read today morning triggered this posting. It was a news about the Merdeka day celebration coming soon. According to the Information, Communications and Culture Minister Datuk Seri Dr Rais Yatim,  National Day, which falls during the fasting month, will be celebrated on a moderate scale at Stadium Putra in Bukit Jalil. There will be focus on “lighting and the flying of Jalur Gemilang” while fireworks is planned only for the launching of celebrations at  Stadium Utama Kangar in Perlis on Aug 1.

So, I wonder, can we “tone down’ patriotism/nationalism due to religion? Which has precedence? Not that I’m belittling anyone’s religion, but just curious.

Obviously, the private sector will still try to celebrate National Day on big scale due to economic reasons. So, celebrations are not purely due to patriotism/nationalism, but just an excuse to have a good time, spend some money, enjoy life.

And maybe certain quarters will threaten the private sector organisers to “tone down” as well since it will be fasting month and they’ll claim that such excessive celebrations can lead people astray. Would this constitute infringing on others’ right/freedom?

Anyway, Merdeka falls on Tuesday this year, so if you apply leave for Monday, then you get four days holiday. Selangorians have a holiday on the preceding Friday, so you can get up to 5 days holiday.
