Welfare eligibility to be widened

Its surely a good news for many of the poor folks, single parents, elderly people and so on who can hope to get more benefits. The Women, Family and Community Development Ministry is raising the eligible monthly income from RM400 to RM720.

Fifty-six thousand hardcore poor are expected to fall within the social and welfare net in addition to the existing 54,000 people already identified.

The obvious questions of how the recipients are being identified and elements of corruption/discrimination aside, what can our NGO’s do to help the ministry? I remember reading earlier that the Ministry and specially the Welfare Dept is lacking manpower. They need to depend on village heads, JKKK, local politicians, and NGOs. How is the information being flowed to the rakyat? Other than using MIC channels, the Ministry should include NGOs like spiritual organisations, and temple associations as well. Not sure if they are doing so.

In one way, its a good move since more people can enjoy cash inflow. On the other hand, this may encourage dependency on handouts.  The long term plan of providing a job and way out of poverty must not be neglected.

Samy versus Ramasamy…battle begins

Samy Vellu, perhaps mindful of the upcoming by-elections, has started his campaign early. Unperturbed by calls from some Gerakan leader and Karpal Singh to retire, Samy launches his own attack on Pakatan Rakyat. He targets Dr Ramasamy, the deputy VM of Penang who had earlier urged the government not to allocate any funds via MIC :

It has almost been a year since Pakatan Rakyat seized control of Penang but MIC president S Samy Vellu said the Indian community there has not benefitted despite the appointment of Prof P Ramasamy as a deputy chief minister.

He said although Pakatan Rakyat could take credit for appointing the first Indian Malaysian to a powerful post, MIC however felt that his appointment was “a sheer waste” based on his “zero performance” so far.

“Although he (Ramasamy) has publicly announced that he was not representing a particular community, the Indians had placed high hopes on him to bring changes,” he added.

A year ago, Samy Vellu said, many had hailed Ramasamy’s appointment with “a great sense of jubilation and pride with the Indian community thinking he is cut out for the job.”

“What good is it to have an Indian placed in a very powerful and influential post but yet he has not done anything for the Indian community, let alone for the other races,” he added.

Samy Vellu said Ramasamy had instead only questioned and challenged the economic and social transformation and benefits initiated by MIC for the Indians through the federal government.

He lambasted Ramasamy for taking a swipe at MIC for reportedly urging the federal government not to channel any allocations meant for the Indian community through MIC as the party would only mismanage it.

Samy Vellu was referring to the many “goodies” announced for the Indians, including a 7.4 percent quota in civil service and an RM50 million allocation for Tamil schools by Deputy Prime Minister Najib Razak last Monday after chairing the Cabinet Committee for Indian Affairs

“I am deeply shocked to see a man holding such a high position being unable to understand the simple theory of how the government machinery operates,” said the MIC president.

Samy Vellu also criticised the former university lecturer for “harping on trivial matters and being an armchair critic.

“With his background as a university lecturer for 30 years, Ramasamy could have used his position and experience to bring development and initiate new plans for the Indians, not just in Penang but the whole country.

“Instead, he picks on what we (MIC) do and takes the credit by saying if not for Pakatan Rakyat, there would be no move on the part of the federal government to bring social development for the Indians,” he said.

He also chided Ramasamy for talking about the welfare of the Indians when he had publicly told them that he was not representing just one race.

In view of this, Samy Vellu challenged Ramasamy and other Indian elected representatives from Pakatan Rakyat to list out their contributions to the Indian community.

“Don’t just take credit for making noise over certain incidents but tell us what have you done economically and socially for the betterment of the Indians,” he said.

Samy Vellu said the Indian community had expected “major changes” when Pakatan Rakyat took over Penang “but it looks like all is lost now.”

Obviously, Dr Ramasamy could not resist replying to Samy Vellu. Going beyond just preparing a list, he challenges Samy to a debate!

After coming under a scathing attack from MIC president S Samy Vellu, Penang Deputy Chief Minister II Prof P Ramasamy immediately challenged the veteran politician to an open debate in Bukit Selambau during the upcoming by-election.

The DAP leader said the debate should be held before the April 7 by-election in order to determine who has contributed more to the Indian Malaysian community.

… Dismissing the MIC president’s remarks as a “joke”, Ramasamy questioned whether Samy Vellu was still an effective representative of the community.

“Samy Vellu had lost his parliamentary seat in Sungai Siput in the general elections,” he told Malaysiakini.

Ramasamy also said a substantial number of Indians reside in the states controlled by Pakatan Rakyat, implying that the community had largely voted in favour of  the opposition

He also pointed out that despite being a minority in Parliament, Pakatan Rakyat has more Indian representatives compared to Barisan Nasional and MIC.

“In fact, when I attended the Pravasi Bharatiya Divas (Indian Diaspora Conference) in India recently, I told Vayalar Ravi (Indian Minister of Overseas Indian Affairs) that Samy Vellu could no longer speak for the Indian community in Malaysia,” he said.

Ramasamy also claimed that Pakatan Rakyat has done more for the Indian community over the past 11 months since coming to power than what BN has done in decades.

“I do not go around boasting that I am the representative of Indians. I have never been alleged of squandering public funds and my reputation has never been tainted by scandals.

“Perhaps he (Samy Vellu) should stop talking before he alienates the Indian community further,” he added.

Describing Samy Vellu as a “spent force”, Ramasamy said: “Here is a man who has no respect for democracy, his fellow leaders in MIC or dissidents within the party.”

“There is no democracy in MIC because no one can contest effectively against him. In fact, many Indians believe their community has not progressed precisely because of leaders like him.

“Perhaps the best thing that he can do for the Indian community is to make an early exit before he continues to mislead them,” he added.

Responding to a question, the deputy chief minister maintained that he stood for elections on a multiracial platform.

Samy Vellu may think that he represents the Indians. I would like to think that I represent Malaysians,” he said.

I think some of Dr Ramasamy’s answers are irrelevant, like the Samy losing his seat and the Pravasi Bharatiya Divas thing. He should just focus on the issues at hand.

well, let’s wait for these two leaders to bring out their report cards on what the have done in last 11 months. Logically, MIC via BN should have done a lot at Federal level and also in the non-opposition states of Johor, Malacca, Negeri Sembilan, Pahang, Terengganu, and Perlis. Thus I expect MIC’s report card to be slightly thicker. Let’s say a ratio of 55:45? Anything below that will be a failure in my books.

DPM says condemn violence but members target Karpal

In the morning, DPM Najib launched the International Conference on Youth and Terrorism:

Deputy Prime Minister Datuk Seri Najib Razak today called on the youth to condemn violence and any fragmentation of human kind.

He said youth should have the capacity to realise the futility and destructiveness of terrorism despite the difficult political circumstances or personal traumas that they faced.

At the same time, the younger generation should integrate with a multicultural society to respect religious diversity and believe in democracy and dialogue.

“One thing we all know and agree is that no religion or culture advocates violence to another. Let me also make it clear that no cause or political antecedent can justify acts of terrorism.

“Terrorism and violence cannot be justified under any circumstances,” he said in his opening speech at the International Conference on Youth and Terrorism here.
His speech was delivered by Education Minister Datuk Seri Hishammuddin Tun Hussein.

Guess what his party members did. They jumped on Karpal Singh 🙂

DAP chairman and Bukit Gelugor Karpal Singh was confronted by a group of Selangor Pemuda Umno members at the Parliament tower block this afternoon.

However, by then the House security had summoned police help and the Karpal was escorted into the lobby.
The shouting session culminated in a scuffle with the Segambut member Lim Lip Eng having his shirt tugged.

The group had been waiting at the parliament tower for Karpal and as soon as he arrived they surrounded him and started heckling him over his warning to Pemuda Umno yesterday.

… This afternoon, Karpal’s aide finding his boss surrounded immediately summoned help and several DAP members came to the rescue.

They immediately got into a shouting session with the youth and that is when Lim’s shirt was tugged.

One wonders what the security were doing in the Parliament. Birthday celebration were condemned thoroughly, but managed to allow violent people inside.

Toll prices up in March

While the public were still rejoicing over the removal of a toll booth each at NPE and Besraya highway, today they were hit with a damaging news – the dreaded “toll price increase”.

Malaysiakini provides the details:

The toll rates for five highways – North-South Expressway, Sprint Highway, Ampang Elevated Highway, Sungai Besi Highway, New Pantai Expressway – will go up this Sunday.

Beginning March 1, road users for Plus will be paying an extra 0.86 sen per kilometre – from 13.60 sen per km to 14.46 sen per km – a hike of 6.3 percent.

The following are the new rates for the other highways:

  • Sprint Highway

Pantai toll plaza – up 50 sen from RM1.50 to RM2 (increase of 33%)

Damansara toll plaza – up 30 sen from RM1 to RM1.30 (increase of 30%)

  • Ampang Elevated Highway

Up 50 sen from RM1.50 to RM2 (an increase of 33%)

  • Sungai Besi Highway

Up 10 sen from RM1.30 to RM1.40 (an increase of 7.7%)

  • New Pantai Expressway

Up 40 sen from RM1.60 to RM2 (an increase of 25%)

‘Marginal increase’

Works Minister Mohd Zin Mohamed, who made the announcement today, said that the government had paid RM245 million in compensation to toll operators to waive the toll hike for last year.

The last major increase in tolls was three years ago when five other highways were hit with an increase of up to 60 percent, sparking major street protests.

There are about 17 toll highways in and around the Klang Valley.

In a statement, the minister said the decision to increase the toll rates was made after the cabinet deliberated on the application by highway concessionaires.

He said the increase was done in accordance with the agreement inked between the government and highway concessionaires.

“These documents are now available to the public and can be studied by everyone,” he added.

Describing it as a ‘marginal increase’, Mohd Zin said Class 1 (private car) users who travel using the Plus highway from Jalan Duta to Bukit Raja (a distance of 34km) will only have to pay an additional 30 sen.

For the Besraya highway, he said, payment is only at the Mines toll plaza because collection at the Salak Jaya toll plaza was stopped on Feb 24.

Similarly, he said while there is an increase in toll rates for the NPE, the government also decided to abolish toll collection at the PJS 2 toll plaza.

Toll hike deferred for one year

“As for the Plus, Sprint and Akleh highways, the toll rate was supposed to have been increased on Jan 1, 2008 but this was deferred leading the government to pay compensation of RM245 million (RM177 million to Plus, RM38 million to Sprint and RM30 million to Akleh).

“The toll rate increase for Sprint and Akleh is minimal given the fact that toll has never been increased for the two highways since they started operating in 2001,” he said.

“The increase should not be seen as burdening the people because the quality of the highways will be ensured,” he added.

I guess most impactful will be the North South Highway toll increase. Actually NKVE and Federal Highway (both under plus) will also see an increase.

I think I’ll be affected by NKVE, Plus and Federal Highway toll increase more than the other highways – I seldom use NPE, Ampang elevated, or Sprint.

Anyway, its a bad news for many many people – expect transportation cost to increase, leading to another round of price increase across the board.
