MIC and MIED in turmoil over AIMST tenders

This is really a tale of two side. One on side, there’s the Star version of the issue, and on the other side the Malaysiakini version.

Let’s look at them both. The Star first.:

1. The report says that 3-member panel has been formed to investigate “alleged misappropriation” in the award of contracts by MIC’s education arm, the Maju Institute for Education Development (MIED) concerning the party’s Asian Institute of Medicine, Science and Technology (AIMST).

2. MIED board of directors appointed former MIC treasurer-general Tan Sri K.S. Nijhar to head the panel with MIC deputy president Datuk G. Palanivel and party disciplinary committee chairman Tan Sri G. Vadiveloo as members. It seems that Samy Vellu had instructed during the meeting for the panel to be formed.

3. Samy Vellu was concerned as three contracts seemed to be have been given out at inflated values. The sources said the panel would also investigate two contracts given to companies linked to a senior MIC leader.

4. Nijhar said:

“I am just looking through all the documents and have not gone into the details of the contracts.

“The panel will meet once I have sorted out the documents. The panel is not out to get anyone in particular, but to ensure everything is in order,” he said.

It was learnt that the panel had obtained all files on the alleged misappropriation from the MIED office.

5. The report then mentioned Tan Sri Mahalingam’s name (he was the MIC treasurer until replaced recently by SK Devamany) – “Mahalingam, when contacted, said there was nothing to hide and he would answer queries from the panel”. So, is Mahalingam the “senior MIC leader”? Your guess is as good as mine.

Let’s shift to Malaysiakini’s report:

1.MIC has been rocked by a scandal involving its education arm, Maju Institute for Education Development (MIED), over alleged irregularities in the awarding of contracts for maintenance of the party-run AIMST University. [OK, similar with Star report]

2. Sources said the trouble started when MIED was instructed to revoke two contracts given out based on an ‘open tender’ system. Instead, its managers were told to reassign these to persons close to MIC president S Samy Vellu. [Big difference here. Samy’s name is implicated]

3. The two contracts were respectively for grass-cutting services and to operate a canteen at the university. Sources said the sum quoted by the new parties – one of whom is based in Ipoh – was considerably higher than that in the bids already accepted.

4. The contracts were among five awarded by MIED for various services last year. [we get the figure of 5 contracts. The Star reported 3+2, so is it the same contracts?]

5. Heads are expected to roll – in fact, the summary dismissal of party treasurer M Mahalingam two weeks ago is said to be one outcome, although Samy Vellu had attributed it to “routine change”. On Dec 23, Mahalingam also had to relinquish his post as chairperson of MIED Capital Sdn Bhd, the company that runs the AIMST University located in Semeling, Kedah. [I bet this was not publicized anywhere. So, Malaysiakii links Mahalingam in this case]

6. Insiders said the situation over the contracts has pitted Mahalingam and MIED chief operating officer P Chitthirakala Vasu against Samy Vellu. It is learnt that both were unhappy with the manner in which they were forced to re-issue the contracts, and had repeatedly raised the matter with Samy Vellu. [Unlike the Star’s version, this paragraph indicates that its not Mahalingam who is the alleged “senior leader” in the Star, but its Samy himself!]

7. Chitthirakala is said to be under pressure to submit her resignation as well, but has refused to do so. She has told close friends that she will fight Samy Vellu “until the truth is known”. [she has now gone “on leave” and the Deputy CEO has taken over the running of MIED. I have a copy of her coffee table book on Samy Vellu]

8. “This is an explosive matter. The president is worried that this matter will be used against him in the party polls later this year and has decided to act against the duo,” said a source.

9. Sources said Samy Vellu has questioned the huge debt amassed in running the university, and that he has blamed the MIED top management for this.

10. Samy Vellu has since set up a three-member panel to investigate the alleged irregularities in awarding three of the five contracts, which he claimed had been given out at an inflated value. Details of the three contracts are not known. Set up following a meeting of the MIED board of directors last Friday, the panel is headed by former party treasurer KS Nijhar (right). The other two members are deputy president G Palanivel and party disciplinary committee chairperson G Vadiveloo. All three of them are considered to be Samy Vellu’s loyalists. Athough Nijhar and Palanivel had a fallout with Samy Vellu recently, insiders said that they are back in his good books.[similar with the Star report]

11. The panel is also expected to look into why the cost of constructing the university had increased.[extra duty of the panel]

12. The sources also said that Mahalingam, who had attended the meeting, had asked the panel to investigate the two contracts given to companies linked to Samy Vellu. [the Star did not mention that Mahalingam was at the meeting]

13. It seems Mahalingam has said –

“He has said that he has nothing to hide and that he had only followed the president’s instructions,” said an aide.“Mahalingam has also urged Samy Vellu to hand over the matter to the newly-established Malaysian Anti-Corruption Commission, but the president wants the matter to be probed internally.”

14. Sources, however, see the sole purpose of the panel was the removal of Chitthirakala – “The panel is in place so that Samy Vellu is not implicated in the (alleged) financial irregularities of MIED. It is not just a witch hunt against the top people in MIED, but also to clear Samy Vellu of wrongdoing,” said a source.

So,  reading both reports gives us more information to digest. What we can agree is that there’s a 3-member panel who will investigate 3 (or 5) contracts. 3 contracts alleged to be given out at inflated values, and the other two instructed to be given to companies linked to senior MIC leader (Samy Vellu ?) . The target of the panel is to investigate who’s fault it is. For me, if anyone can instruct MIED to do this and that, the investigation becomes easier. We are looking at the top people in MIED, MIED Capital, and MIC. 3 companies, 3 names.

PUTRAJAYA: The Higher Education Ministry is going on a publicity drive to ensure that everyone who qualifies goes on to a public tertiary education institution (IPTA).

“We want to reduce incidents of students making mistakes when filling up forms and educate them on choosing the right programmes,” said Higher Education Department director-general Prof Datuk Dr Radin Umar Radin Sohadi.

The ministry will hold its fifth annual higher education carnival, Jom Masuk U, from Jan 17 to April 5. It will counsel parents and students on career guidance and provide information on educational opportunities including new programmes at IPTA.

“Students must be realistic when choosing a university and programme to increase their chances of getting into the courses they want,” said Prof Radin.

The ministry is holding its online recruitment process in stages. In the first phase, post-SPM and STPM students are allowed to pre-register by giving their personal details.

In the second phase, students fill in their top eight choices for institutions and courses of study. After the examination results are released, students are allowed to change their options.

Jom Masuk U will be held in Kuala Lumpur on Jan 17 and Jan 18, Kangar on Jan 31 and Feb 1, Kota Kinabalu on Feb 14 and 15, Kuantan on Feb 28 to March 1, Malacca on March 14 and 15, Penang on March 22 and 23, Kuching on March 28 and 29 and Johor Baru on April 4 and 5.

All 20 public universities as well as the various agencies under the ministry such as the National Higher Education Fund Corporation (PTPTN) and the Malaysian Qualifications Agency will be participating.

enrolment in tamil schools increase

Most Tamil schools except several in the estates showed an increase in student enrolment possibly due to the migration of estate workers to town areas, the daily quoted Malaysian Tamil schools chief organiser S. Baskaran as saying.

Tamil dailies splashed the increase in Tamil school intakes on Monday.  Sounds like good news. But when I viewed the statistics in MOE website, updated on 30th June 2008, there are a total of 334 schools with enrolment less than 150 students. That’s 63.9% of total Tamil schools in Malaysia. So, it will interesting to know what’s the status now. How many schools have improved its enrollment?

In 30th June 2007, there were 4209 classes and 4022 classroom, 7263 teachers (930 graduates, 5715 non-graduates, and 618 untrained) according to one report. However, another said there were 7341 teachers, and report Jadual 3 said there were 108279 students in 4525 classes. 42 classes run dual session for one reason or another.

More importantly, this recent trend of increasing enrollment means more resources have to be allocated to Tamil schools. More buildings, more allocation, more Indian teachers, more education materials, and more attention.Now itself we practically have to beg for money everytime there’s an election or event. We don’t want piecemeal action, we want long term planning and road map. So, who is in charge?

Who is in charge of planning for the future? What is MIC and/or YSS doing about this? How about Tamil Foundation? What is their role? Who do we turn to to find out more details on the future of Tamil schools?

Medical seats in AIMST for students from India

Yeah, I’m all for international and bilateral cooperations. But aren’t we having shortage of doctors locally? How nice if those extra places are given to local Indians (provided they are qualified, of course) before being opened to those from India (or any other country for the matter). Perhaps its part of the strategy to increase the standing of AIMST by having international students. Or its just plain profit seeking plan.

CHENNAI (India): The MIC-owned Aimst University has been given the approval to recruit 100 students from India to study medicine.

MIC president Datuk Seri S. Samy Vellu said the Ministry of Higher Education gave the approval to recruit foreign students for the medical degree recently.

This is in addition to the existing 200 seats for Malaysians studying at the university, he told reporters here yesterday.

Samy Vellu, who is the founder of the university, is leading a 150-member delegation to the inaugural World Tamils Economic conference and the annual Pravasi Bharatiya Divas conference.

“We have decided to provide the opportunity for South Indian students to pursue the medical course at the university,” he said.

Samy Vellu said the South Indian students would study in Malaysia and undergo clinical training at a reputable private hospital in Coimbatore.

“We are in talks with the hospital to make the arrangement,” he said, adding that the students would return to Malaysia for their final year and would receive their degree after graduation.

Samy Vellu said he would be going to Coimbatore to have a final discussion with the private hospital, as well as to discuss about the recognition of the medical degree with the Indian Medical Council.

Terror At SJKT Ladang Vallambrosa

The was a big a commotion today at SJKT Ladang Vallambrosa. The school was forced to start double session this year due to increased student intake and lack of fund from the government. The school HM has been practically begging for extra tables and chairs, but all felt to deaf years. I remember the HM grumbling about lack of furniture last year itself. He was asking for donations to get some chairs.

The dual session did not go down well with some of the parents who claimed that this was a major hassle and extra expenses for them.

Someone also brought a printed copy of a document from the Internet which showed that a large amount of money was allocated to the school from government via JKR for construction work. But the person(s) claimed the construction was not worth the amount of money allocated. They accused the HM of corruption.

Oh ya, Makkal Sakthi people were there as well, lending their voice and energy.

So, some parents (allegedly) came with some local Kapar folks armed with parangs to threaten the HM. They smashed his car as well at the school. Police, PPD staff and Kapar MP Manikavasagam can attest to this. They were all there today.

Even the PPD staff were not spared and hurled with abusive words.

Manikavasagam on his part said he will look into this problem within a month.

Well, I know the HM personally for more than 4 years now, being related in a way. Nice guy, a HM who sent his kids to Tamil school unlike some HMs. He has the kids welfare in his mind all the time.

Word is that some troublemakers (PTA? ex-PTA? unhappy parents?) are out to cause problems. If they really got guts, take it up with the PPD, PPN, MOE, JKR, and Samy Vellu.

In the meantime, since parents oppose the dual session, the students can study in the canteen or under some trees.
