Kimberley Lau KUALA LUMPUR (April 16, 2007): Development promises by ministers to voters during an election cannot be construed as vote-buying. Neither can allocations, given out in kind by ministers during elections, be deemed as bribing voters, Election Commission (EC) chairman Tan Sri Abdul Rashid Abdul Rahman said today.
“Ministers and functionaries, people connected to the government, they’re doing their job,” he told reporters at the launch of a national voter registration campaign.
Abdul Rashid stressed, however, that election candidates and political parties cannot make promises to voters during an election.
In the recently-concluded Machap by-election in Malacca, voters benefitted from newly-paved roads, hundreds of new street lamps, and a RM1.2 million recreational area near the Durian Tunggal dam.
Other development goodies were also announced by the Barisan Nasional leadership, including 102 grants for housing lots for second-generation settler families at Felda Tun Ghafar Machap, and a RM3.7 million allocation to Felda Machap to upgrade water pipes, construct a multi-purpose hall and repair a mosque.
Various ministries also promised different kinds of allocations to improve the lives of voters, prompting DAP secretary-general Lim Guan Eng to remark that the Machap voters were the “real victors” in the by-election.
Lim told theSun the party would be making a formal complaint to the EC today as such promises were an offence under the Election Offences Act 1954 as stipulated under Sections 8 to 10, which cover the issues of treating, exerting undue influence and bribery.
Abdul Rashid said vote-buying was not the EC’s problem.
“Vote-buying is for the Anti-Corruption Agency (to investigate). We are not given the power to handle corrupt practices,” he said, adding that the EC could only advise people to take part in the elections in “a clean way”.
“Of course, if evidence is there, the party can bring the case to court and they (the courts) will decide,” he said.
However, he noted that in previous court cases which contested these issues, the judges had ruled that there was no need to stop ministers from publicising their projects.
Earlier, Abdul Rashid said the national voter registration exercise hoped to register at least 50% of the current 4.9 million unregistered voters.
So far, only 10.2 million Malaysians aged 21 years and above, out 15.1 million, have registered to vote.

Medical Students in Bali all sponsored by MIC, says Najib

ALOR GAJAH, April 9 (Bernama) — The position of the Indian community in the country has been improving under the Barisan Nasional (BN) government which looks after the interest of all races, said Datuk Seri Najib Tun Razak.
The Deputy Prime Minister said that based on his observation and visits abroad, many students from the community were endeavouring to improve their position and becoming professionals, thus bringing benefits to the country.
“I had met with Malaysian students in Bali and 80 per cent of them were medical students who were of Indian origin. It was also the same in Sulawesi and the University of Crimea in Ukraine.
“They were all sponsored by the MIC. The position of the Indian community is improving from time to time,” he said at a gathering of the leader with the people during the campaign for the by-election for the Machap state seat in Tebong, near here tonight.
Najib said although some of the Indian community were satying in the estates, they could be developed through the education system provided by the government to improve their standard of living.
“Thus, the (Indian) community must continue to vote for the candidate who would always champion their cause, namely Lai Meng Chong from the Barisan Nasional and not the candidate who only knows how to speak but cannot provide any assistance,” he said.
Najib, who is also the BN deputy chairman, believed that the Indian community, right from the days of the Alliance up to the BN, had given their undivided support to the ruling party.
“Can people like Nallakaruppan (who is now a leader of the opposition Parti Keadilan Rakyat) help us? Let us not listen to issues which have nothing to do with us,” he said.
The Deputy Prime Minister said any problem should be referred to the elected representative, and subsequently to the state government, and then to the federal government or himself to be resolved.
There are about 1,403 Indian voters in the Machap state constituency with the majority of them living in Tebong, in the oil palm plantation.

The article forgot to mention that 56% of respondents were Malays, 34% Chinese and 10% Indians (refer the Sun today, pg 3). thus:

14% of 56% malays

58% of 34% chinese

23% of 10% indians

if assume 100 respondents:

14% of malays = 7.8 person (malay)

58% chinese = 19.72 person (chinese)

23% of indian = 2.3 person (indian)

Thus, indians are the least earning rakyat ?????

give a thought.


Kajian dapati gaji tinggi cenderung beri suapan

KUALA LUMPUR: Kaji selidik Transparency International Malaysia (TI-Malaysia) mendapati golongan yang berpendapatan tinggi lebih cenderung memberi rasuah kepada pihak berkuasa.

Kajian Merdeka Center, yang dijalankan bagi pihak TI-Malaysia itu juga mendapati masyarakat Cina lebih cenderung memberi rasuah, diikuti India dan Melayu.

Menurut kajian itu, golongan berpendapatan bulanan RM5,000 ke atas didapati paling ramai memberi rasuah iaitu 52 peratus, diikuti kumpulan berpendapatan bulanan RM3,001 hingga RM5,000 (40 peratus), RM1,501 – RM3,000 (31 peratus) dan kurang RM1,500 (18 peratus).

Kajian ke atas 1,025 responden meliputi penduduk pelbagai lapisan masyarakat serta 411 wakil badan korporat itu mendapati, 58 peratus masyarakat Cina cenderung memberi rasuah, diikuti India (23 peratus) dan Melayu (14 peratus).

Sepertiga daripada orang awam dan separuh daripada wakil sektor korporat yang terbabit dalam kaji selidik itu mengaku pernah memberi rasuah bagi mengelakkan kerumitan apabila melakukan sesuatu urusan atau didakwa atas pelbagai kesalahan.

Butiran kaji selidik terkandung dalam laporan Pemantauan Persepsi Ketelusan di Malaysia yang diedarkan, di sini, semalam.

Majoriti yang terbabit dalam kaji selidik itu turut menyokong penubuhan institusi ombudsman, iaitu suruhanjaya penyiasat bebas yang bertindak sebagai orang tengah bagi membolehkan rakyat mengadu mengenai pelbagai hal termasuk salah laku dan penyalahgunaan kuasa.

Di kalangan orang ramai, kaji selidik itu mendapati 92 peratus mahukan ombudsman manakala 77 peratus daripada sektor korporat menyokong cadangan itu. Golongan paling ramai menyokong ialah pemilik perniagaan (95 peratus) dan usahawan (90 peratus).

Dari segi perlindungan kepada pemberi maklumat pula, 92 peratus orang awam dan 82 peratus sektor korporat yang ditemubual mahu undang-undang lebih menyeluruh digubal, terutama dalam kes membabitkan orang kenamaan.

Pengerusi Jawatankuasa Kira-kira Wang Negara (PAC), Datuk Shahrir Samad, dalam ucaptama pada majlis itu, pula yakin peningkatan gaji dan pelarasan kenaikan pangkat, terutama untuk kakitangan kerajaan, yang sejajar dengan peningkatan kos sara hidup dapat menghapuskan separuh daripada masalah rasuah dalam sektor awam.

“Umpamanya, jika kerajaan berjaya memenuhi semua keperluan ini bagi pasukan polis, separuh daripada masalah rasuah negara boleh dianggap selesai. Ini satu jabatan saja, kita belum lagi pergi kepada yang lain.

Bagaimanapun, usaha ini tidak mungkin berhasil dengan kesungguhan satu pihak saja, sebaliknya orang ramai juga harus menjauhi amalan rasuah pada peringkat teratas sehingga ke akar umbi.

Kesanggupan politik dan kesediaan orang ramai bekerjasama mengekang rasuah menjadi unsur penting menentukan kejayaan menghapuskan gejala ini,” katanya pada majlis yang turut dihadiri Presiden TI-Malaysia, Tan Sri Ramon Navaratnam.
