RM60 million more needed for Tamil schools upgrading

This issue is being dragged since early this year I think. How long does one need to beg seek?

Obviously, in this era of transparency, we will be seeing a full list of school upgraded, the costs involved, the items upgraded, the contractors names and so on. We will right? Would it be published in MOE, JKR or MIC website? Perhaps should take out ads in major newspapers too. I hope the MIC Info chief reads this 🙂

MIC is seeking an additional RM60mil from the Government to make good its promise to the Indian community to upgrade some 70 Tamil primary rural schools nationwide.

Party president Datuk Seri Samy Vellu said an initial allocation of RM130mil from the Government was insufficient to carry out the upgrading works owing to fluctuations in the cost of building materials since the plan was mooted.

The Government had approved RM30mil to upgrade 25 schools under the first phase.

However, the amount was only able to cover 15 schools.

The Government later approved another RM100mil for the programme to upgrade the schools.

Speaking after laying the foundation stone for the construction of a new RM3.39mil four-storey block at SRJK (T) Alor Gajah here yesterday, Samy Vellu said work to upgrade the 15 schools was schedule for completion next August.

TEKUN still have RM30 million for Indians

Below is some updates on TEKUN scheme for Indian community. The reply is due to MP Kulasegaran’s question in the Dewan Rakyat. You may wonder why details about the special scheme is not available on TEKUN website, instead one need to approach MIC through YSS. TEKUN was set up for bumiputra entrepreneurs.

The Deputy Minister says got RM36 million (I thought it was about RM20 million only for this year) and RM6.13 million has been dispersed. But I remember someone saying that there’s no more funds left for the year. That means got nearly RM30 million left in the fund. That can really boost lots of Indian businesses. And if you read the last line below, the RM6.13 million loaned to Indians is part of RM1.385 billion which is a mere 0.44%. 600 Indian businessmen out of 150,988 is about 0.4%. RM6.13 million/600 people is RM10217/Indian. While the average is RM1.385 billion/150988 persons is RM9173. If consider only bumiputras, then its (RM1.385 billion – RM6.13 million)/(150,988-600) = RM9168/bumiputra. So, even though the allocation and disbursement is small, the amount an Indian businessman gets is about RM1000 more than the bumiputra businessman. Yeah, average is not a good indicator, just one of many. We should be having 10500 businessmen (if we take 7% rate) instead of 600.  So, questions need to be asked – where are these businessmen? Are they qualified? Did they apply? Are they aware?

I won’t say denied because the amount is already granted, but whether the applications were received and processed, or only those short-listed by YSS would be accepted. It would be good if some sort of online application is created and handled directly by TEKUN or PM’s Dept rather than given to a political party’s extension. Even if YSS is impartial, the impression would be different.

Do note that the forms are free and even the processing fee is deducted from the loan amount.

KUALA LUMPUR: The Agriculture and Agro-based Industry Ministry has denied that the Indian community is being sidelined in the Tekun loan programme for small businesses.

Its deputy minister, Rohani Abdul Karim (BN Batang Lupar), said RM36 million has been allocated this year, primarily for Indians.

“Of this, RM6.13 million have been disbursed to small businessmen from the community nationwide,” she told Parliament this morning.

Rohani said more than 600 Indian small businessmen have benefitted from the allocation, the biggest being Perak with 216 businesses, followed by Selangor with 211 and Kedah, 185.

Earlier, M Kulasegaran (DAP- Ipoh Barat) asked the ministry why there were no publicity on the such allocations for the community.

He said applicants had found it difficult to do so and that many were asked to pay for the application forms.

To this, Rohani said the forms are free and asked Kulasegaran to give specific complaints so that the ministry could investigate.

She said only successful applications were asked to pay RM300 as processing fee for loans below RM10,000; RM50 for loans between RM10,000 and RM30,000; and RM30 for loans between RM30,000 and RM50,000.

“Applicants are not asked for the processing money as the amount is deducted from the loan.” She said Tekun Nasional has until Sept 31 this year, made 188,708 disbursements worth RM1.385 billion to 150,988 small entreprenuers.

Two acts of charity for school kids

Two good news from the Star today. As school children are getting ready to go back to school,  one group donated school bags and stuff to 1000 students, while another sponsored 40 spectacles for children.

News 1:

ABOUT 1,000 poor pupils received school bags, shoes and stationery at an event orgainsed by the Petaling Jaya Old Town Sun Tau Jing Sheh temple, in partnership with the Yayasan Maha Karuna Educare programme.

“We are giving these items to the children to encourage them to work study harder,” said organising chairman Jacob Chan Teng Meng, during the event at the temple in Jalan 1/15 recently.

Yayasan Maha Karuna founder Ven B. Sri Saranankara Nayaka Maha Thera said the Educare programme was started in 2001 and they aimed to help about 5,000 children each year.

He added that they helped children irrespective of their race or religion.

“We are not only working with temples but also NGOs.

“Our objective is to encourage the public to start their own initiatives to help the poor in their own community,” he said.

The pupils were from SJK(C) Choong Wen, SJK(C) Yak Chee, SJK(C) Chen Moh PJ, SJK(C) Yuk Kuan, SJK(C) Han Meng, SJK(T) Kinrara, SK(1) Petaling Jaya, SK Petaling Jaya, SR Sathya Sai, SJK(T) Vivekananda and SJK(C) Chung Hwa Damansara.

The children, whose parents were from the low-income group, were recommended by their respective schools.

News 2:

THE SJK (Tamil) Rawang Parents-Teacher Association (PIBG) sponsored spectacles for 40 children with poor eyesight.

Its chairman, C. Pamarasivam, said the children who received the spectacles were from poor families.

“Because it is expensive to buy spectacles, the PIBG allocated RM120 for each pupil.

“Many teachers have complained about pupils having poor eyesight. Further checks revealed that some pupils are shortsighted while others are longsighted.

“Some cases are very bad. Many parents just could not afford to buy spectacles for their children and we decided to do so,” said Paramasivam who was present during an eye check-up programme at the school recently.

About 1,600 pupils in the school had a free eye check up.

Need fund to purchase cabin for classes

Rayuan Derma Untuk Membina Kabin Bilik Darjah

Adalah saya dengan segala hormatnya merujuk kepada perkara  di atas.

2. Dengan sukacitanya dimaklumkan bahawa pihak sekolah berusaha untuk membina  tiga buah Bilik Darjah Kabin yang berharga RM24 000.00 (3 x RM8 000.00) kerana kekurangan bilik darjah.

3. . Untuk makluman  pihak tuan, kami sedang berusaha untuk menaikkan taraf sekolah ini sebagai SEKOLAH KLUSTER (CEMERLANG) menjelang tahun 2011. Kami telahpun dan sedang menjalankan beberapa projek khas untuk meningkatkan taraf pendidikan sekolah ini. Kami yakin hasrat kami akan tercapai dengan kerjasama pihak tuan. Kami juga berjanji pihak kami berusaha bersunggu-sungguh untuk mencapai hasrat tersebut. Jika berjaya SJK T Ladang Changkat akan merupakan satu-satunya  sekolah Tamil yang berjaya di Malaysia dan ini akan menjadi contoh kepada sekolah-sekolah lain.

4. Baru-baru ini pihak sekolah telah mengubah infrastruktur sekolah dengan bantuan kewangan kerajaan negeri dan persekutuan tetapi masih terdapat kekurangan kemudahan  yang perlu untuk sesebuah Sekolah Kluster. Pihak kami  juga jangka bilangan murid juga akan bertambah pada tahun 2010. Kami juga menjemput pihak tuan ke sekolah untuk membuat tinjauan jika perlu.

5. Saya sangat berharap tuan dapat membantu kami demi merealisasikan harapan kami. Kerjasama pihak tuan dalam perkara tersebut di atas didahului dengan setinggi-tinggi penghargaan dan ucapan ribuan terima kasih.

RM391 million merry-go-round

When news first broke out about the buying over (or bailout?) of Talam’s debt, information was hazy. Today’s paper provided info on how the money gets moved around, explained by none other than a dentist!:

Explaining the procedure, former Selangor Mentri Besar Dr Mohd Khir Toyo said the Selangor Industrial Corporation (SIC), a subsidiary of PKNS, had been directed to buy over the RM391mil owed by Talam Corp to the state agencies.

SIC would then apply for a bank loan from CIMB to buyover the debts, and channel the funds to the state government as payment.

“The state government would then offer a grant of RM391mil to Mentri Besar Incorporated which will then channel the fund to SIC, which will later pay off its debt to the bank,’’ he said, adding that the SIC would also have to bear a RM70,000 daily interest until it settled the debt.

The issue is creating another problem in the state government as some of the saying the MB did not discuss this with other PKR reps.

Worse still:

Some have also questioned the need for the state to buy over the debts, as the multiple transactions involved might incur additional costs including consultancy charges.

Rumours are rife that certain quarters were making a quick buck out of the “round-tripping” procedure involved in the buyover.

So, will the state be transparent and reveal who are the consultants, whose idea it was, is it an acceptable practise, is it legal, can the money be put to better use and so on?

Looks like Sani Bhagavan is firmly entrenched in Selangor state government’s house!
