Have Astro no aid

Actually, earlier the minister in charge mentioned that if a house has “facilities” like TV or sofa, they won’t be eligible for aid. So, what’s next? Having motorbike, car, telephone, PC, or handphone means you are rich? Are we trying to keep the poor in the dark ages instead of empowering them?

So imagine when you read something like the news below:

The words “disabled, Astro” and “aid” cannot occur in the same sentence, as far as the Welfare Department is concerned.

The department bars the disabled from getting welfare aid if they have Astro or a television set at home.

The rule applies even if one lives in someone else’s house, temporarily or otherwise.

S. Karupanan, 73, found this out the hard way three months ago when the department cut the RM200 aid to him as he was temporarily staying in a house which “had Astro service”.

The department had paid for surgery on one knee and promised to underwrite the cost of the operation on the other knee.

But while awaiting the second surgery, he moved into his daughter’s house and his troubles began.

Welfare officers who came to visit him saw red when they chanced upon the Astro connection and immediately withdrew the aid.

For K. Shanmugam, 51, who applied for welfare assistance in 2005 on becoming paralysed, it has been a string of “no’s” from the department for aid.

His mistake, he believes, was his honest reply when asked if he had a television set and Astro at home.

“That’s the first question they asked. When I said I had both, they immediately said that I was not eligible for assistance as there were others poorer than me.”

The former crane driver, who was earning RM2,000 in Singapore when a motorcycle accident four years ago left him paralysed, was baffled by the department’s decision.

He said that the bills of the family of six were paid by relatives who realised that he only had Astro to keep him company when the children were out of the house.

“I cannot work. The only pleasure in my life now is the Astro service,” he said.

Another extreme case is that of a a disabled 40-year-old, paralysed from the neck downwards, who lives with her partly-paralysed mother.

The disabled woman, who declined to be identified, decided against applying for an Astro connection after being warned by a welfare officer that they would cut aid to them if she did so.

What she cannot understand is why they would do so as Astro was the “only” company she and her mother could have at home.

“We cannot leave our house and we live on donations and welfare aid. What’s wrong if some people who sympathise want to get us an Astro connection?”

I will agree with the Welfare department in the scenario that the aid given may be “misused” to subscribe to Astro services. I mean, if you can save the extra RM35 or RM50, it can be used for medication, food, savings etc.
However, in this era, the idea that TV is a luxury item is ludicrous to say the least, more so if by staying in a house that has TV (let’s say recuperating from injuries at your relative’s place) , your aid is cut off. The TV can obtained in many ways – second hand, hand-me-downs, gifts etc. Astro is also the only window to the world and information from some category of people, like the bed-ridden. Besides, it also provide cheaper entertainment for folks who can’t afford to go to cinema or hangout in shopping centers. So, the problem may lie in the definition/criteria used by the Welfare Department. I hope its not something created 20 years ago!
Now, I’m not promoting Astro or TV-watching, but I think it should not be a criteria for selection of people for aid. MIBA and KIOKU thinks the same as well:

The Malaysian Indian Business Association wants the government to review the decision to deny aid to the disabled if they have an Astro connection or a television set at home.

Its president, P. Sivakumar, said the Welfare Department should realise that the disabled had little else but television programmes to keep them company. “We have received many complaints of welfare aid being withdrawn after the department found out that the disabled person had an Astro connection or television set at home.”

Disabled Persons’ Integrated Family Services (Kioku) secretary-general Chris S. Kali Thasan said the Welfare Department should not impose such conditions on people seeking assistance. “I remember years ago even those who had a refrigerator were denied assistance. Now it’s Astro. It’s unfair in many cases as Astro bills are usually paid by relatives or well-wishers.”

He said Astro programmes were a good diversion for the disabled who could not work and had to stay at home.

Representatives from disabled people groups met Minister Shahrizat yesterday to show their unhappiness. Shahrizat promised to look into their request:

Women, Family and Community Development Minister Senator Datuk Seri Shahrizat Abdul Jalil said the department would be reviewing the ruling that bars the disabled from getting aid if they had a television set or Astro service at home.

She said this at a meeting with 12 disabled people who came to see her at her ministry yesterday over the issue.

The disabled, who came in wheelchairs, were from the Disabled Persons Integrated Family Services (KIOKU), Independent Living and Training Centre and the Malaysian Animal-Assisted Therapy for the Disabled and Elderly Association.

“You are telling me to look at it, which I will. I think it’s a reasonable request and I will look at it,” she said, adding the ruling did not constitute discrimination against the disabled.

“We will come back with realistic answers.”

… She said the ruling only applied to those under the Disabled Persons Unable to Work scheme, who were being given RM150 per month in aid.

“The underlying principle for welfare aid to the poor and needy is to ensure that their basic needs, such as food, clothing and shelter, are met.

“As such, the ruling on Astro is applicable because it gives an indication of the affordability of the applicant to spend on something extra, in this case entertainment.”

She said Astro was considered a monthly expense that would reduce welfare aid being used for basic needs.

Shahrizat said the ruling did not affect the other two welfare schemes for disabled workers and people caring for a bedridden disabled person, who get RM300 a month.

She said action would be taken against officers who imposed the ruling on people in these two schemes

…. She said she understood the predicament of the disabled, with most lying on a bed the whole day, with nothing to do but stare at empty walls.

Shahrizat said she would also speak to Astro to provide free services to the disabled as part of the company’s corporate social responsibility. There are 28,608 disabled people registered with the ministry.

Well, as part of CSR, Astro can afford to waive the fees, so its a good suggestion by the Minister. We hope it becomes a reality. Maybe by showing their OKU cards, the relevant groups can get waiver of fees.

It seems Baitulmal, which provides aid for muslims also have similar ruling, according to Sisters In Islam.

SJKT Ladang Lauderdale

Update from Dr Sreedharan who is leading the initiative on SJKT Ladang Lauderdale:

SRJK(T)LADANG LAUDERDALE , MATANG – Latest update .

It has been about 2 weeks since MI Club members visited the SRJK(T) LADANG LAUDERDALE,MATANG . On the 14th April , I visited the school again to see the progress taking place in the school .

Since our last visit , both myself and the Headmaster have been constantly in touch and I was updated on the progress taking place . I called up one of the Berkat share holders who own the estate and explained about the school and the urgent need for expansion and requested for permission to build another 2 classrooms . Mr. Anwar , one of the share holder called me back one week later to inform that they have no objection to our request but for formality asked us to submit a letter so that the matter can be brought up in their board meeting . A letter was send to Mr.Jayaraman who is in charge of this matter . On the 9th April the estate tractors was send to clear the land proposed for the building and about 7 palm oil trees were uprooted.

The same time , we also received a quotation from JKR which estimated the cost of the building including wiring to be about RM 58,000 plus . The quotation was a little higher then we had expected . We decided to look for other contractors and to get their quotations .

The PPD then informed the Headmaster that Rm 20,000 has been allocated for the school as part of “ Naik Taraf “ . This money is for repairs ,painting and to purchase electrical stuffs . Initially when we told the PPD officer that we would like to use this funds for the building of 2 new classrooms , they did not approve . After speaking to the higher officer and explaining the urgent need , he agreed to approve . They sent their contractor to asses and estimate the cost . We had the plans drawn and the contractor estimated the cost will be about more than RM30 ,000 . We asked for estimation without wiring or painting . He quoted the estimation to about Rm22,000 . After negotiation he agreed to get it done at Rm20,000 .

I have already got a friend who agreed to do the wiring at free of cost . The painting , I suggested once the building is up , we will get some volunteers on a Sunday and together with the students get the painting done . It will make everyone feel that they had done something for the school . I am hoping MI club members will be there to participate since it is their effort and their kindness which had helped the school to get two new classrooms .

Four weeks ago MIC President Dato Samy Vellu had made surprise visit to the school and promised the school RM400,000 K for the purpose of the new building . He had promised to follow up and get the new building up as soon as possible . This was prior to the Bukit Gantang election . This school falls in Bukit Gantang district . As usual Politicians make many promises before election and forget about it after the election especially when they get defeated . Anyway I found out that the Rm 400,000 K was already allocated to the school as part of the Governments stimulus package of Rm50 million . As part of the package this school was to receive Rm400,000 K . Our kind President of MIC who already knew about this announced the amount making it look like MIC is giving . I feel so disgusted and could not find the right words to describe my feelings . I sincerely request to members of MIC , if you can’t do anything , please stop delivering false promises to help the poor people . Let people who are really sincere do the needful .

We also discussed other matters , the headmaster was busy as there is going to be a Tamil Carnival in Perak state where all Tamil schools in Perak will be Participating in Essay , poetry , story telling and other competitions . They were busy deciding which students will participate in which competition and looking at the results of the students , most of them have high marks and the HM did not want to disappoint them . He had to choose the right competition for each of them based on their talent .

I also went thru the attendance record of the students and the performance of each students in their exams . The attendance record are maintained daily and monthly and yearly for each students . This year students who have 100% record of attendance will be recognised and awarded .

There were about 10 students who are having transport problem coming to the school . Actually most of the students are from surrounding the estate . One girl from standard 4 , thevadharshini who has other 6 sibblings , whose alcoholic father had deserted them , was about to drop out of the school . Her mother had send the elder brother to a welfare home . quick intervention from the Headmaster managed to keep her in school . Everyday a teacher picks the girl up and drives her to the school and drops her back on the way home . I went through Thevadharshini’s records and she has scored nothing less then 90% in most of the subjects . Throughout the 4 years , she has done well in the school .

The Headmaster had asked for 10 bicycles but he was able to get one . Since Thevadharshini needed it the most , the bicycle was given to her .

We discussed about the financial matters . I informed the Headmaster that Mr.Poobalan had banked in Rm500.00 on behalf of UMIC . All together the total amount that we have collected is about Rm5,000.00 . We decided for time being to put the money in a fixed deposit and to use it later for the building . I was shown other things that was donated through MI club. There was few book cabinets , file cabinets , classroom tables , chairs and tables and benches for the canteen . I think it was Mr.Balu ( I am sorry if I got it wrong . There were a long list of names ) who had donated all these things . Mr. Sugu had donated some revision books and it was distributed to all the classrooms.

At 12.30 pm , I left the headmaster to attend to his urgent work . 4 hours of discussion was a quite a long one . I went around the classrooms to take some photographs for you to see how cramped up the classroom was . One class was being held in the canteen . The teachers do not have their own tables since there was not enough space . They share the tables with the students .

We hope to have a fundraiser to raise more funds for the school . We also understand that the standard of the school must improve and maintain . This will further encourage more parents to send their children to this school .

We hope the project of the classroom building will start by May and hope to finish by end of June . this will help to reduce congestion and hope helps the exam going students to concentrate better in their class .

Weekly twice , these children , plus other students have tuitions after school . The HM has arranged for a small meal for those who are unable to go home for lunch .

The HM monitors the progress of all the students and those who are not doing well , their parents are called in for counselling and when they fail to turn up , the HM himself pays them a visit .

Every detail of each children is maintained as a record which includes their financial status and other personal details .

We are really hoping to improve this school and bring it to another level . Even the teachers now feel a little confident with our involvement and with the progress taking place , they believe changes will take place and they too feel motivated .

RM80 million given to Tamil schools

I’m still confused over the allocation given to Tamil schools. No reply from Dr S Subra after I emailed him. Anyway, since everyone saying its RM130 million, so be it. I guess the second stimulus package allocation (RM300 million) is not equally divided.

The Sun provided following breakdown of the allocation released so far:

RM80 million, of which RM50 million comes from the first stimulus package and the rest from the Ministry of Finance allocation, was distributed by PM Najib as follows for 374 Tamil schools from eight states and Kuala Lumpur:

> Johor: 56 schools to get RM8.65 mil [ RM154k/school]

> Kedah: 49 schools (RM12.2 mil) [RM248.9k]

> Malacca: 13 schools (RM2.66 mil) [204.6k]

> Negeri Sembilan: 47 schools (RM1 mill) [21.3k]

> Pahang: 26 schools (RM5.28 mil) [203k]

> Perak: 85 schools (RM13.2 mil) [155.3k]

> Penang: 22 school (RM5.9 mil) [268k]

> Selangor: 67 schools (RM25.16 mil) [375.5k]

> Kuala Lumpur: 9 schools (RM5.86 mil) [651.1k]

If you total up the amount, its RM 79.91 million.

According to ex-Education Minister Hishamuddin, the money will be disbursed through the Public Works Department (PWD) as it is the most effective method, since not all schools have board of governors. All projects must be completed by the end of the year.

“We want to do it in the quickest way possible and the PWD has the necessary expertise,” he said after Deputy Prime Minister Datuk Seri Najib Tun Razak presented the allocation to Tamil school representatives from several states at the ministry.

“But if the boards of the Tamil schools are ready next time, then by all means we can go through them.”

In an immediate response, Tamil School Headmasters Association general secretary M.S. Muthiah said he was thankful for the allocation.

“Many of the schools are in rural areas so the allocation will help improve the conditions there,” he said.

Perhaps MIC wants back Work Ministry so that it could monitor the usage of the funds properly and to avoid unnecessary leakages.

Pakatan states get more welfare aid from ministry

This is indeed great news. The poor get double benefits – welfare aid from the state and also federal government. The federal government tries to woo them, while the state government tries to keep them loyal. Winner – the poor.

This may encourage the folks to continue give sweet promises to the vote seekers, and enjoy more benefits by not voting for them.

On hindsight, why do these states suddenly have lots of poor people (Oct 2008 to March 2009)? Developed State Selangor (as per Khir Toyo’s definition) is third place! So much for being developed.

There have been complaints that Welfare Department stopped depositing money into recipients accounts recently. One of the family we help mentioned it. Not sure if the money is flowing in again.

The poor in Pakatan Rakyat-led states topped the list of those receiving welfare aid from the Women, Family and Community Development Ministry, said its minister Datuk Seri Dr Ng Yen Yen.

“We are giving more to the Opposition-led states. There is no pilih kasih (favouritism) here and this is shown in our statistics of Projek Cari, a special project launched to reach out to the poor,” said Dr Ng.

Projek Cari registered a total of 128,944 poor people nationwide applying for welfare aid but only 54,671 were approved. A total of 27,629 were rejected and 46,644 applications were still pending, she said.

Perak topped the list with 4,974 poor qualifying to receive welfare aid under Projek Cari from last October to March this year.

Second in the list was Kedah with 4,254 new cases, followed by Selangor (4,092), Kelantan (3,454), Penang (2,363), Pahang (2,281), Sabah (2,218), Johor (1,866), Negri Sembilan (1,653), Malacca (1,358), Sarawak (1,005) and Perlis (594).

Projet Cari to trace the poor nationwide would continue as the second economic stimulus package provides more funds for the ministry to pay the workers tasked with tracking down the deserving poor, Dr Ng said.

The budget allocated for welfare under the ministry had also increased from RM350mil annually to RM850mil for this year, she said.

Anyone earning below RM720 a month is classified as poor by the ministry, which would conduct a review on a yearly basis.

PSD scholarships applicants send copy to MIC

Indians who scored 9 1As in last year’s SPM are urged to submit their applications for scholarship from the Public Service Department to the MIC headquarters.
