RM60 billion!

First it was RM7 billion. Then rumours mentioned RM35 billion.

Today, DPM najib reveals RM60 billion worth stimulus package which is nearly 9% of the GDP. The package will be implemented over two years. Some details:

  • RM15 billion in fiscal injection
  • RM25 billion in guarantee funds
  • RM10 billion in equity investment
  • RM7 billion for private finance initiative and off-budget projects
  • RM 3 billion in tax initiatives

The expenditure is aimed at:

  1. Reducing unemployment, increasing employment – RM2 billion
  2. Easing the burden of the rakyat, especially vulnerable groups – RM10 billion
  3. Assisting the private sector – RM29 billion
  4. Building capacity for the future – RM19 billion

FIRST THRUST: REDUCING UNEMPLOYMENT AND INCREASING EMPLOYMENT OPPORTUNITIES

To create a total of 163,000 training and job placement opportunities in the public and private sectors. 6 steps to be taken as below:

  • First: Increase the number of participants under the Special Training and Re-Training Programmes for retrenched workers and the Dual National Training Scheme to enhance skills of those currently employed;
  • Second: Increase the number of training programmes with the cooperation of industries and related companies, such as in electrical and electronics, welding, robotics and construction. In addition, more industrial and technical skills training will be conducted by Skills Training Centres in all states for 10,000 trainees.
  • Third: Provide on-the-job training for unemployed graduates, in the financial sector by the Securities Commission and Bank Negara Malaysia for a period of 2 years. A total of 1,000 unemployed graduates will participate in this programme;
  • Fourth: Provide 2,000 training opportunities and job placements in GLCs, particularly in the services sector, such as outsourcing, aviation, utilities, health and creative multimedia;
  • Fifth: Perbadanan Usahawan Nasional Berhad (PUNB) will implement attachment training programmes for graduates and those with skills certificates. Participants will be placed in PUNB investee companies for a period of 6 months to a year. On completion of training, qualified participants will receive financial assistance from Projek Pembangunan Usahawan Dalam Bidang Peruncitan (PROSPER) to venture into business. PUNB targets 2,000 graduates to be trained under the attachment programme;
  • and Sixth:Further strengthen the Program Tunas Mekar to encourage graduates to venture into business activities and add value to existing small and mediun enterprises (SMEs). A total of 500 graduates and SMEs will participate in the programme.

To establish 22 JobsMalaysia Centres and upgrade 109 existing centres to facilitate access for workers and employers to obtain job placements, career counselling and information on training opportunities.

Employers who employ workers retrenched from July 1 2008 be given double tax deduction on the amount of remuneration paid. Only those employing from March 10 this year to Dec 31, 2010 is able to claim so.

The government proposes that existing tax exemption of RM6,000 given on retrenchment benefits be increased to RM10,000 for each completed years of service.

Government to recruit 63,000 staff to fill vacancies and serve as contract officers in various government agencies as follows:

  1. Expedite recruitment for RM50,000 vacant posts at the support and professional level in the federal civil service;
  2. Create additional 13,000 jobs for officers on a contract basis in government agencies, as follows:

(i) Recruit 4,000 officers on short-term service with minimum SPM qualification and monthly salary of RM1,200;

(ii) Recruit 1,000 graduates as school teachers on contract basis with monthly salary of RM2,000;

(iii) Recruit a total of 800 contract workers to strengthen the implementation of Program Cari under the Women, Family and Community Development ministry for a period of six months to a year;

(iv) Recruit 1,000 public health assistants on contract basis in local authorities for control and prevention of infectious diseases;

(v) Recruit 4,500 contract officers as enumerators in the Department of Statistics to carry out population census; and

(vi) Recruit 1,700 nurses and health support staff in the Health ministry.

To encourage more Malaysians to pursue Masters (10,000 places) and PhD (500 places) by financing tuition fees and research grants up to RM20,000 for student pursuing PhDs locally and RM10,000 for those taking Masters programme. This includes all local IPTAs, UNITEN, MMU, and UTP. MOHE will be in charge of running the show. And yeah, its open for all Malaysians, based on merit.

Levy on foreign workers will be doubled for all sectors except construction, plantation and for domestic maids; the levy will be paid by the employers and not by the workers.

SECOND THRUST: EASING THE BURDEN OF THE RAKYAT, IN PARTICULAR THE VULNERABLE GROUPS

A sum of RM674 million in subsidies will be allocated to avert price increases of necessities, such as sugar, bread and wheat flour. Without these subsidies, the price of sugar will increase RM0.47 per kilogramme, wheat flour RM0.60 per kilogramme, and a 400-gramme loaf of bread by RM0.26. The Government will also provide RM480 million to ensure that toll rates are not increased. With these measures, the Government will allocate a sum of RM27.9 billion for subsidies in 2009

the Government proposes that house buyers be given tax relief on interest paid on housing loans up to RM10,000 a year for 3 years.

the Government will issue syariah-compliant Savings Bonds amounting to RM5 billion this year. The bond will have a maturity of three years, with an annual return of 5% and will be paid quarterly to bond holders. Apart fron providing an additional savings instrument to the rakyat, the bonds will provide holders with additional income. Bondholders will receive additional income of RM250 million a year. The bonds are available to all citizens aged 21 and above, with a minimum investment of RM1,000 and a maximum of RM50,000.

Allocation of RM1.95 billion is provided to build and improve facilities in 752 schools, particularly in rural areas as well as Sabah and Sarawak. A sum of RM300 million from this allocation will be used to improve facilities in government-aided religious schools, national-type Chinese and Tamil schools as well as mission schools.

Banking institutions have agreed that retrenched workers defer the repayment of their housing loans for one year.

THIRD THRUST: ASSISTING THE PRIVATE SECTOR IN FACING THE CRISIS

the Government will assist in the auto-scrapping scheme for PROTON and PERODUA. Under the scheme, a discount of RM5,000 will be given to car owners, who trade in their cars, which are at least 10 years old, for the purchase of new PROTON or PERODUA cars. The Government will finance part of the discount borne by PROTON or PERODUA

Now only want to have second cabinet committee meeting?

Guess what, the first meeting of the Cabinet Committee on Indian community development was held back in July last year. After that it was supposed to held in September. Strangely, there was no news about the committee meeting anywhere. And now, Star reports Samy Vellu as saying that the second meeting will be held in 23rd February. Let’s see the article:

Issues affecting the Indian community, including equity participation, are likely [LIKELY??? Then what the point of having the committee???] to be discussed at the second meeting of the Cabinet Committee for the Development of Indians on Feb 23, said MIC president Datuk Seri S. Samy Vellu.

He said the committee, chaired by Deputy Prime Minister Datuk Seri Najib Tun Razak, would discuss the MIC’s proposals, including the setting-up of a mechanism to increase Indians’ equity participation from the current 1.2% to 3% in 2020.

… The MIC had suggested that a mechanism be established within the government-owned Permodalan Nasional Bhd to assist poor Indians to buy shares through 50% grants and 50% loans from the Government [So, will be it finalised in the 2nd meeting or pushed to next meeting?].

Samy Vellu said several decisions were taken at the first Cabinet Committee meeting last July 1 including streamlining the procedure for bringing in Hindu, Sikh and other priests from India [which took how long implemented?], agreeing to a policy of converting all partially-aided Tamil schools to fully-aided schools [note the words – “agreeing” to a “policy”] and increasing the number of Public Service Department scholarships for Indians studying in foreign universities to 163 students [its well documented that this happened before the meeting after MIC leader went to plead with the PSD].

Other decisions include enabling those who scored 9As and above in the Sijil Pelajaran Malaysia examination to receive scholarships to study in local universities [this is for all students, not Indians only – says MCA!], recognising the MIC-run Asian Institute of Medicine, Science and Technology University as among the institutes where scholarship students could enrol and agreeing to set up a special task force under the Home Ministry to deal with the 30,000 Indians born in Malaysia who are still without documents [hopefully the task force will present how many cases it has solved and the problems faced].

He said the Government had also approved RM80mil over the last 18 months to redevelop 50 Tamil schools which were in a dilapidated state.

And if you noticed, Samy said the RM80 millions for schools were to “REDEVELOP” Tamil schools. Can he specify how much of the funds is for “repair” works and how much is for constructing “new” buildings? There’s a big difference between the words being used. For example, in SJKT Vallambrosa, the money given was for “repairs” and not for adding new buildings. So, how to solve the problem of overcrowding in the school?

Action to be taken against Selangor CPO?

I just saw Deputy Minister Murugiah say that DPM Najib told him action will
be taken against Selangor Police Chief Khalid (NTV7 Chinese news 7.30pm). He
said the chief should have not simply said things without facts and figures following the death of Kuhan.

PAS wins Kuala Terengganu

This means there’s 82 + 3 non-BN MPs in the parliament. The PAS candidate overturned a 628 deficit into a majority of 2,631, meaning there’s a 3,259 change of voters’ choice. This  cannot go unnoticed in the BN camp.

– The threat of Hudud law, the open spat between PAS and DAP because of the Hudud trap, and the pouring of funds into Kuala Terengganu failed to influence the voters.

– The voters were not worried that the PAS candidate is also a state assemblyman.

– They were not impressed that the BN candidate was a Senator nor a personal aide of current PM.

– The hardwork of Deputy PM Najib also did not pay off.

The majority is not something that BN cannot overcome in the next election, its barely 5% of the overall voters. So, there’s still some sliver of hope. However, its a big blow for UMNO since their image has suffered. They could not deliver the goods when it mattered. One can try blame the Chinese voters from outstation who did not turn up (MCA says up to 3,000 of them), but their votes may have actually increased the majority for PAS.

So what swayed the voters? Local issues? Anwar Ibrahim? candidate personality? The analyst on Awani (Prof Hasbullah I think) said that some of the voters depended on Internet or alternative media, which were provided by their relatives/friends in west coast. Also, both the candidate did not touch on two major issues – Obama and Gaza. He also said if  more young voters voted, the opposition will win (If I heard correctly).

If one looks at the statistics NST reported on Internet presence, it seems BN had learnt their lesson. BN candidate has more hits.

If Google hits are anything to go by, the Barisan Nasional candidate for the Kuala Terengganu parliamentary by-election, Datuk Wan Ahmad Farid Wan Salleh, is a winner.

Till yesterday afternoon, Wan Farid was the clear winner with 467,000 hits, against a mere 136,000 hits for Pas candidate Mohd Abdul Wahid Endut and a measly 1,170 hits for independent candidate Azharuddin Mamat @ Adam.

Even “Kuala Terengganu by-election” scored more Google hits, at 137,000 searches, than the two opposition candidates.

A more precise search with the names of candidate combined with the words, “Kuala Terengganu by-election”, however saw a slightly different set of results, with Wahid scoring 75,900 hits.

In second place was Wan Farid, with 47,100 hits. Azharuddin came in last again, with 497 hits.

On YouTube, both Wan Farid and Wahid tied with 13 videos when their names were keyed in along with the words “Kuala Terengganu by-election”.

Maybe in Kuala Terengganu, Internet presence did not matter much. The rumours of unhappiness over candidate selection surfaced on both sides, so it may be a cause, especially for BN.

The impact of this win will worry not only UMNO, but I believe DAP as well. A win for PAS may signal the willingness to accept Hudud by KT voters. It also means that without PAS, DAP can never hope to be in the parliament as the ruling government since Kedah, Kelantan and Terengganu are PAS strongholds. My guess is that this unholy alliance will continue and the parties will cross the bridge when they come to it.

Meanwhile, its Pakatan 2, BN 0.

RM350 million for government aided schools under 9MP

  • 100 million from initial 9th Malaysian Plan (9MP)
  • 50 million under 9MP mid-term review
  • 200 million under economic stimulus package announced by DPM Najib.

According to Star, t0morrow, Deputy Prime Minister Datuk Seri Najib Tun Razak will officially present the RM200mil allocation under the stimulus package at a ceremony in SJKC Chee Wen in Subang Jaya.he said.

The amount will be equally divided between four types of government aided schools — mission, religious, Chinese and Tamil.

Now, its not clear if the amount to be divided equally is RM200 million or the total amount. As far I know, its the Rm200 million only. But let’s take the whole amount. Rm350 million/4 types/373 (or 322) school = Rm234,584.45 (or RM271,739.13)per school for 5 years. That’s Rm46,916.89 (or RM54,347.82) per school per year. Yup, its just average calculation, so it gives us a rough idea of the size of the allocation. If the amount was RM200 million, it would be  RM26,809.65 (0r RM31,055.90) per school per year. Again, this is based on the figures of 373 and 322 schools. I assume the funds is for repairs, infrastructure, and purchase of things – activities that wil spur the local economy via tender for Class F contractors and supplies providers.

Its indeed a great news on paper. A news that’s been repeated since end of last year  when Najib took over Finance Ministry. And tomorrow the allocations will be handed over (to Education Ministry?).

More interesting questions would be the listing of allocation for last 5 Malaysian Plans and the long term (20 years?) road map (if such thing exists) . No point having a one-off allocation but after 2010, its back to square one.

Addendum: forgot to add something. Federal allocation for Chinese schools will be channeled directly via the school’s board of directors, according to MCA vice-president Datuk Liow Tiong Lai.

“By giving the money directly to the schools’ board of directors, it will make it easier and faster for them to carry out programmes for the students.

“This way, they can better monitor how the money is used and choose their own contractors for their projects. I hope this will foster greater cooperation between the Government and the school boards,” he said, adding that this was the Government’s way of recognising the importance of Chinese education.

Tamil schools don’t have board of directors (at least those that I know of).
