Rayuan Derma Untuk Membina Kabin Bilik Darjah

Adalah saya dengan segala hormatnya merujuk kepada perkara  di atas.

2. Dengan sukacitanya dimaklumkan bahawa pihak sekolah berusaha untuk membina  tiga buah Bilik Darjah Kabin yang berharga RM24 000.00 (3 x RM8 000.00) kerana kekurangan bilik darjah.

3. . Untuk makluman  pihak tuan, kami sedang berusaha untuk menaikkan taraf sekolah ini sebagai SEKOLAH KLUSTER (CEMERLANG) menjelang tahun 2011. Kami telahpun dan sedang menjalankan beberapa projek khas untuk meningkatkan taraf pendidikan sekolah ini. Kami yakin hasrat kami akan tercapai dengan kerjasama pihak tuan. Kami juga berjanji pihak kami berusaha bersunggu-sungguh untuk mencapai hasrat tersebut. Jika berjaya SJK T Ladang Changkat akan merupakan satu-satunya  sekolah Tamil yang berjaya di Malaysia dan ini akan menjadi contoh kepada sekolah-sekolah lain.

4. Baru-baru ini pihak sekolah telah mengubah infrastruktur sekolah dengan bantuan kewangan kerajaan negeri dan persekutuan tetapi masih terdapat kekurangan kemudahan  yang perlu untuk sesebuah Sekolah Kluster. Pihak kami  juga jangka bilangan murid juga akan bertambah pada tahun 2010. Kami juga menjemput pihak tuan ke sekolah untuk membuat tinjauan jika perlu.

5. Saya sangat berharap tuan dapat membantu kami demi merealisasikan harapan kami. Kerjasama pihak tuan dalam perkara tersebut di atas didahului dengan setinggi-tinggi penghargaan dan ucapan ribuan terima kasih.

80 year old cafe demolished after 24 hour offer lapsed

Well, I  heard of efficiency, but didn’t expect it in this kind of situation. I think in Kg Buah Pala case there was also some “take or leave it” ultimatum to be done with short period of time. Something seems fishy here, unless its a spinned story by NST. You never know….

The operator of the demolished Waterfall Cafe at the Penang Botanical Gardens here will not get any compensation as the state government’s offer to him has lapsed.

N. Sundras, 54, whose family had been running the cafe for 80 years, since the days of his father, was apparently given less than 24 hours to accept the offer.

Now, Sundras has no home or alternative site to run his business. Neither does he have money to help his family cope with the sudden change in their lives.

The state government had offered him a nearby coffee shop to occupy temporarily. It had promised him a new coffee shop and hawker stall at the Tourism Pavilion that would be completed next year where he would run his business eventually, and RM10,000 in goodwill payment.

However, yesterday morning, he was told that he would not be getting anything as he had not accepted the offer by last Monday.

“This is very upsetting. If you make a promise, you must keep the promise. We never said we did not want to move out. We will go if our problems are solved. Everything can be negotiated,” Sundras said yesterday as he watched the cafe being torn down, along with his adjoining home where he was born in 1955.

Sundras’ cafe and house, which were both on state land, were demolished yesterday afternoon to make way for the Botanical Gardens’ RM7 million expansion project.

State Tourism Development and Culture Committee chairman Danny Law Heng Kiang told a press conference at his Komtar office yesterday that the offer to Sundras expired on Monday.

Law said if Sundras still wanted the space for his business, he would have to apply through the proper channels.

He also said the state would no longer pay the RM10,000 initially offered to Sundras to cover inconveniences caused to his business and for alternative accommodation.

Sundras’ son, S. Anatharaj, 28, said Law had, on Monday, issued a letter to his father about the temporary coffee shop and Pavilion site offer. But the offer was only valid for one day.

“It was a take-it-or-leave-it. If my father did not take the offer on the spot, it was gone. Is this right?” he asked, adding that the letter was also forwarded to the offices of Chief Minister Lim Guan Eng and Deputy Chief Minister II Dr P. Ramasamy.

He said his family had appealed to the state government over the decision to demolish the cafe and house numerous times since June but had never received any reply.

“We even went to talk to Ramasamy at his office early last month and he said he would help. But with Law changing his mind, what now? Is this how the state government treats people?”

He said his family would put up temporarily with friends and relatives until they sorted things out.

And to further create doubt on the project, someone said the demolition may be illegal! :

The demolition of the Waterfall Cafe at the Penang Botanic Gardens may be illegal, according to a non-governmental organisation, the Cultural Heritage Advisory Team (CHAT), which stated that the demolition of the building was done without the local authorities’ approval.

The group also claimed that its findings revealed that the State Secretariat had violated Section 19 (1) of the Town and Country Planning Act 1976, that prohibits development without planning permission.

CHAT said that planning permission must be submitted to the council’s planning department and legal procedures must be followed for demolitions, as well as for erection of any new structures.

In its statement, the group expressed its disappointment in the state government and demanded a written explanation on why the development project at the Botanic Gardens was not subject to public participation and why no planning permission was submitted on time, which could have allowed an assessment of the ecological heritage site and negotiation with the contractor to review the proposed landscape design to make it more compatible with the Botanical Gardens.

“While we feel that the Botanical Gardens is in need of a landscape review, particularly in relation to parking issues and are grateful to the Federal Government for extending the funds for the RM7 million expansion project, the state must set procedures for sensitive development via local expert consultation.”

So, did the state government commit a crime by not following rules?

Kg Tokong and Kg Buah Pala

This is what the developer for Kg Tokong is doing:

Hilmi said although the number of families had risen from an initial 300-odd families to around 800 families, UDA Holdings was still willing to compensate them, noting that it was now processing some 200 new applications for compensation.

He said UDA was offering temporary occupancy licence (TOL) holders a 850-sq ft three-room apartment together with moving cost to the transit homes, while their extended families are being offered a 750-sq ft apartment unit.

“Those renting units in the village are also being offered a 45% discount to purchase the apartment units,” he said.

UDA Holdings managing director Datuk Jaafar Abu Hassan hopes to conclude discussions with all the affected 833 families by December, adding that it will start work on the project by the first quarter of next year.

“Almost 90% of the affected families have agreed in principle with our compensation packages.

“ We are confident we can conclude talks with the rest of them soon,” he said.

UDA Holdings plans to build low and medium-cost flats, apartments, condominiums and commercial buildings with a gross sales value of between RM800mil and RM1bil on a 9.6ha site in the village.

Jaafar said the project, to be conducted over four phases, would begin with the first phase, and would involve the relocation of 235 families.

“So far, 174 families have moved into transit homes that we built for them. “We are in the midst of building another 80 units of transit homes for the remaining families,” he said.

I’m not sure if the residents there are into animal rearing as in Kg Buah Pala, so maybe no issue on relocation of farms.

It looks to me the developer for Kg Tokong offered a good deal for the residents – apartment for TOL owners AND the extended families. If each apartment is about RM45,000, that will be RM37.485 million. For Kg Buah Pala, the deals was good too – a 1200 sqft double storey house, but only for the TOL holders. One more difference is that for Kg Tokong, the residents have been provided transit homes while waiting for the project to complete.Whereas in Kg Buah Pala, a nominal sum was offered as relocation cost. Even those renting houses in Kg Tokong are given 45% discount to buy the apartments later.

Its worthy to note that the two projects are of different nature- Kg Tokong to have a mixed development project while Kg Buah Pala to be an exclusive condominium project.

In terms of developers, UDA Holdings is well established company, while Nusmetro has lots of unanswered questions.

Kg Buah Pala residents accept compensation

It looks like the drama is finally reaching the last episode, for now. I read articles from Star, NST, and Malaysiakini, and still don’t understand what’s happening. Each paper wrote its own version. Only thing clear is that the residents seems to have accepted the compensation package of a double storey house of 1400 sqft and RM8000 shifting cost.

NST report:

The Kampung Buah Pala saga looks headed for an amicable settlement as 22 house owners agreed to accept an offer from the developer, Nusmetro Ventures (P) Sdn Bhd.

Nusmetro Director Thomas Chan said a meeting was held with Kampung Buah Pala residents yesterday and that they had agreed to accept an offer made by them (developer).

“During the meeting, 22 house owners signed letters of offer by the developer and agreed to shift peacefully,” he told reporters here today.

Chan said they were offered a double-storey house and RM8,000 as expenses for shifting.

“We will start demolition works next week and carry on with the development as soon as possible. However, we will still give them time on compassionate grounds,” he said.

Yesterday, Kampung Buah Pala Residents Association chairperson M. Sugumaran had said that they had no choice but to abide by the court’s decision to vacate the land.

He added that all the residents were disappointed with the situation but had to accept the offer from the developer.

On June 24, the Court had ordered the residents to evacuate the village, covering some 2.6 hectares, and allow the landowner, Penang Government Officers Cooperative and the developer, to start work on the site. – BERNAMA

The Star:

The 11 remaining temporary occupation licence (TOL) holders of Kampung Buah Pala now want to accept the developer’s double-storey house offer.

They have asked to be given the ex-gratia offer — which was taken up by the other holders — again during a meeting on Wednesday night, said developer Nusmetro Ventures (P) Sdn Bhd executive director Thomas Chan.

The meeting was attended by Chan, the village committee members and representatives of landowner Koperasi Pegawai Kerajaan Negeri Pulau Pinang.

In an immediate response, residents association chairman M. Sugumaran, one of the 11 TOL holders yet to sign on the ex-gratia deal, said they had always wanted to accept the offer — provided terms and conditions were fully spelled out in black and white.

He said 11 of them would have a meeting on Sunday to discuss on the next course of action.

Chan, in a press conference Friday, said the company was willing to build additional double-storey houses but added a re-drawn development plan has to be approved by the state government.

“This is because only 24 double-storey houses with a built up area of 1,400sq ft each were slated to be built earlier.

“Twenty-two units have been taken up,” he said.

He said the company has given the 11 TOL holders one week to resolve the issue with the state government.

“We will probably arrange a meeting for them with the state government tomorrow (Saturday). A lot will depend from the outcome of the negotiation before we can build additional houses,” he said.

He added they could seek assistance from deputy Chief Minister II Dr P. Ramasamy, who is in charge of the matter.

He said they would submit a new development plan by next week.

“Once it is approved, we anticipate the 33 houses to be ready in two years time,” he said.

Chan also said the state government had set a bad precedent over the Kampung Buah Pala land issue by raising the expectation of squatters in Penang.

“It is no longer a RM75,000 low-medium cost house that they want as settlement. They want double-storey houses now.

“This move has create issues in several areas like Tanjung Tokong and Mak Mandin where squatters are expecting more from the developers or land owners,” he said.

Chan said the demolition of houses at the village will continue on Saturday. He hoped there would not be any more repeat of Thursday’s high drama, when police detained 18 people, of whom only five were from the village. They were later released on police bail.

Malaysiakini:

All Kampung Buah Pala residents have agreed to move out of their village in a week after accepting a deal offered to them developer Nusmetro Venture (P) Sdn Bhd.

Thomas Chan, the company’s director, said 1,400 sq ft double-storey terrace houses will be built on part of the acquired land as compensation to the village toll holders.

He said the land owner, Koperasi Pegawai Pegawai Kanan Kerajaan Pulau Pinang, brokered the deal with villagers, and Nusmetro had agreed to it.

He told a press conference today that all the villagers have agreed to the deal and will move out in one week.

“We can finally concentrate on the property development,” said Chan (left), heaving a sigh of relief that the contentious dispute which started in 2007 had been resolved.

The deal paves way for the lucrative Oasis project, comprising two blocks of condominiums and low medium flats, totalling 799 units to begin without hindrance.

By 2011, condos worth a minimum RM240,000 would finally stand tall on the land, which the residents fought hard to preserve as an Indian heritage village in Penang.

Chan said thus far 22 toll holders have signed the offer letters while the remaining 11 villagers were expected to sign up in few days.

“I can say this would be my last press conference on the High Chaparral saga. I think we will have peaceful vacant possession of the land this time around,” said Chan.

When asked about the cattles in cattle farm in the village, Chan said the cattle breeder would have to find his own solution to end his predicament.

He said that the company would submit a newly re-designed project plan for the state government’s approval once the villagers have moved out.

He said he was satisfied with the demolition that took place yesterday, where three vacant houses and small portion of another house with occupants were demolished.

Summary: 22 had signed and another 11 to sign up (sounds like combination of Star and NST’s figures). Deal is for 1400 sqft double-storey house.

After a protracted, bruising, and strenuous saga, the villagers had realised that no one can help them now. When 18 people ended up in police station yesterday, the reality may have set in for the residents. Its not like in the movies where miracles happen or a hero steps up to bash the “bad” guys. Now the residents have to swallow their pride and accept the offer, and let go of their heritage land. Many quarters may mock their for going back on their stand to protect their lands, but reality is, no way to protect their land since all other parties not cooperating.

As for the political parties, what would this entail? MIC can save their RM3.2 million while braving the police over the last few weeks, I guess. DAP can claim they successfully brokered the initial deal. Federal government would be glad didn’t need to interfere. HINDRAF may come out with some statement defending the residents and condemning everyone else (hey, that’s why they are political pressure group!)

Is it a win-win situation for all, in a way?

Demolition starts at Kg Buah Pala

Well, it finally started today. And the heavens shed tears too.

The developer, with workers and bulldozers, and protected by the police, managed to demolish four houses today (from 10-30am till about 2pm). It wasn’t an easy task as the residents along with MIC Youth members (chief Mohan also) and supporters tried their best to block the demolition. The four houses (houses no 467, 486, 481, 473) are the ones that had accepted compensation, thus was demolished. Actually, one of the house only had a room torn down because the owner had not vacated the house yet.

According to developer representative, demolishment will continue next week. Meanwhile I heard the RA chairman talking on THR at 6pm news – that the developer has given one week time to clear out, but the residents hoping to negotiate (or something like that, the voice wasn’t clear).

Due to the determination of the residents and supporters, police had to detain 18 of them, including the resident’s lawyer Darshan Singh, ex-PKR MPPJ councillor Thiruvengadam, 3 ladies and some outsiders.

A police report was also made against a police officer for calling someone with derogatory term.

As expected, Pakatan representatives were missing since the state government had washed their hands off this issue. Nothing mentioned about HINDRAF  or PAHAM supporters as well. Only orange colored t-shirts were those belonging to MIC Youth members.

I hope the money MIC mentioned will be used to help the residents resettle elsewhere. And no news from DPM Muhyiddin who said wait till end of August when the residents met him to submit memo. Same goes for the UMNO division leader who met with developer.

Will the incident be remembered in four years time, when the beggars come around for your votes? God willing.
