It think it has something to do with the string of festivals – Hari Raya, Deepavali, X’mas, plus the school holidays. Last week = RM20 million (is this part of the RM46 million?)
Additionally Rm16.2 million for partially aided schools (is this part of the RM46 million?).
If we total up everything, we get Rm112 million for the last 20 years and up to end of 9th Malaysian Plan (2010). We can round it up to Rm150 million for those ad-hoc expenses and allocations. So, Rm150/22 years = RM6.8million per year.
