THE LATEST DEVELOPMENT IN TAMIL SCHOOLS

In recent weeks, several issues relating to Tamil schools have been highlighted by certain individuals and groups either in media or in public forums of which some are misleading information on Tamil schools. Many articles and views were not substantiated with accurate statistics and data. In this context, YSS has updated the data on Tamil schools relating to the number of schools, enrolment, infrastructure development, achievement and teachers development in order to provide an actual information to the Indian community on the whole.

Number of schools and enrolment
There were 888 Tamil schools in Malaysia in 1957 with 50,766 students. This number of Tamil schools has dwindled over the last 50 years due to development of estates into housing and commercial areas. Therefore there are 523 Tamil schools in 2007 with a total of 105,618 students.

Of the 523 schools there are 327 under-enrolled Tamil schools where there are less than 150 students. 149 schools out of the 327 schools have fewer than 50 students.

Infrastructure Development
Since independence, Tamil schools have undergone tremendous changes in their infrastructure development. Many small schools and old schools have been rebuilt and upgraded with good building and the latest teaching and learning facilities. Several Tamil schools have also been relocated at suitable sites.

A study undertaken by YSS in 2004, identified that there were 106 Tamil schools required either a total rebuilding of the school or major portions of the school. A majority of these schools are situated in the rural area especially in estates and are partially aided schools. However out of 106 schools about 50 schools have close to 100 students or above.

With the special allocation from the government since 1986, YB Dato Seri Samy Vellu had managed to build 76 Tamil schools and some of them are from these 106 schools. Dato Seri has also been instrumental in upgrading a number of Tamil schools since 1986. In addition to that, Dato Seri has secured RM53,129,000 to rebuild and upgrade 136 Tamil schools in the 9th Malaysia Plan period. Of this, the upgrading of 27 schools have been approved in 2007. 

UPSR Results
Tamil school students since the last 10 years have been performing well in the UPSR examination. They have achieved marked improvement in all subjects. In 2000 only 95 students scored 7As. But in 2006, a total of 570 students obtained 7As in UPSR. (See Table 2 & 3)

Development of Teachers
There were 3258 teachers in Tamil schools in 1970. The number has grown up to 7,126 teachers in 2007. More than 97% of them are trained teachers.

The Klang branch of the Telugu Association of Malaysia celebrated its 25th Silver Jubilee in a grand manner at its newly purchased building at Bandar Baru Bukit Tinggi, Klang. 

The new building named Telugu Thalli Bhavanamu was officiated by the Telugu Association of Malaysia president Dr Achaiah Kumar Rao on Merdeka Day.  

Apart from special prayers and bhajans, other interesting activities were also organised during the celebration and top students were awarded for their good results for 2006 in UPSR, PMR, SPM and STPM examination.  

Subsequently they also had their dinner and cultural show where the crowd was entertained to Telugu songs and dances. More than 650 people were mesmerised by the exciting performances of local artistes and also the members of the association.  

Dr Achaiah who was also present at the dinner congratulated the Klang branch committee members for their commitments and hard work for the past 25 years.  

There are about 10,000 Telugus living around Klang, Shah Alam, Port Klang, Banting and Kapar who still maintained their tradition, culture, language and celebrate Telugu festivals such as Sankranthi, Pethalla Pandukha, Ugadi, Sri Rama Navami, Bholokama Panduga, Gookula Asthami, Dhasarath Brahma Utsvam and Nella Ghanda.

JOHOR BARU: Was Tamil Paper 1 in the Ujian Pencapaian Sekolah Rendah (UPSR) examination on Tuesday meant for 12-year-olds?

Some Tamil school teachers and parents feel the questions were more suitable for Penilaian Menengah Rendah (PMR) students. According to them, the standard was so high that even adults took time to understand the questions.

Parent S. Rajendran said the question paper had two lengthy comprehension passages set in classical Tamil that went well beyond the Year 6 pupils’ understanding.

"I was really shocked. Although I’m Tamil educated, I could not fully understand the passages. It took me almost 10 minutes to read and properly understand them.

"I wonder how the pupils could have answered all the 40 questions in the comprehension test within the 50 minutes allocated. They must have raced through their answers.

"The instructions were also too long and and confusing. The multiple choice answers were too close in meaning, with some questions having more than one answer. Question number 28 was printed wrongly as well," he added.

A Tamil teacher said some of her best pupils could not handle the questions.

"They were disappointed. They panicked and some cried that they could not answer them properly."

Another teacher said: "I have been teaching Tamil to UPSR pupils for seven years. This year’s questions were PMR standard."

When contacted, Johor MIC Youth Chief M. Asojan said he had received numerous complaints from parents as well.

"Being a former Tamil teacher, I think the standard for this year’s UPSR Tamil exam was really high. I do not know how they are going to evaluate the pupils with the standard this high."

MALACCA: Science and Mathematics papers for next year’s Ujian Pencapaian Sekolah Rendah (UPSR) examinations should be in Chinese for Chinese schools, with teachers posted there being fluent in the language.

These were among 12 resolutions passed at the 44th MCA Youth Convention here yesterday.

Some of the other resolutions called for:

• action against teachers who gave tuition to be stopped;
• more places in matriculation to non-Bumiputeras;
• a serious look into the methods of calculating co-curriculum points for STPM students;
• support for moves by the MCA to get more Public Services Department scholarships for Chinese students;
• a proper method of selecting contractors to prevent cases of shoddy workmanship in government offices and buildings with Chinese contractors encouraged to participate in tender exercises, and
• the Internal Security Ministry and the police to be more effective in public safety.

Meanwhile, Wee Meng Chee, the Malaysian undergraduate in Taiwan, whose infamous rendering of the Negaraku thrust him into the limelight, featured prominently in debates at the meeting.

MCA Youth head Datuk Liow Tiong Lai called on Malaysians to allow the attorney-general to study the case.

"We do not want this matter to be used as a racial issue. We want it to be resolved amicably," he said.

Umno Youth deputy chief Khairy Jamaluddin, who was a guest, agreed that the issue should be resolved amicably

"We in Umno have our opinion while our counterparts in MCA Youth have their opinion. We can sit down and talk it over while allowing the law to take its course."

This program was organised by Majlis Guru Besar Daerah Kuala Selangor and Sabak Bernam together with United Malaysian Indian Club on 23th July 2007 at Sri Subramaniam Temple, Kuala Selangor as a follow up to the SJKT UPSR Education Seminar held on 14th July. More than 300 students from 26 primary SJKT schools took part. The hall was brimming with students. Prof Dr Kadeer talked on Motivation and Learning Techniques in the session with students which lasted for about 2 hours (3-5pm).

The evening session for parents was from 8 – 10pm in which he talked about problems faced by parents, what parents need to do, the roles of parents and teachers, importance of education etc. About 300 parents attended this session.
