From what I understand, the circular says only selected people can be called to officiate or launch the events. The state leaders can still visit as part of their jobs or as normal VIP. What Sivanesan is saying sounds like partially true only. If any school has health problem – like food poisoning, he would be expected to go there to investigate and get reports, not to officiate some event.
