next Penang CM no more Chinese?

THE Chinese no longer make up the majority in Penang, having been overtaken by the Malay community, reported Nanyang Siang Pau.

The daily quoted Penang Statistics Department director Wan Mohamad Noor Wan Mahmood as saying that there were 18,000 more Malays this year compared to the number of Chinese.

The population in the state is expected to reach 1.6 million, he added.

“There are around 650,000 Chinese in Penang, making up about 43% of the total population in 2005. This is expected to drop to 40.9% this year.

“For the Malays, their numbers will increase to over 670,000, up from 41.3% of the total population to 42%,” he said.

The daily said the change in the racial make-up would translate in a drop in the number of Chinese voters in the state.

“There are 40 state seats in Penang, 16 of which are in mixed race constituencies, 14 in Chinese majority areas and 10 in Malay areas.

“This shows that no single political party can rely on one particular race to gain power in the state.

“Thus, Chinese-based parties like the DAP, which lack a symbolic Malay leader, will face a disadvantage in the next general election,” it said.

The daily also speculated that the new statistics might result in another round of controversy surrounding the post of Chief Minister, which is currently held by DAP’s Lim Guan Eng.

1.8 percent Indians in civil service

1.8% of 1.2 million staff is about 21,600 persons, so says some guy in PM’s Department, but I remember MIC saying its around 3%. If we take Tamil school teachers out of the equation, probably left with 15,000 Indian staff in the rest of the civil service. No wonder some offices/branches don’t even have single Indian staff.

So, how to nearly triple the intake to 4.5%? If all the 42,000 vacancies are given to Indian solely, its about 5.3%. Can that happen in reality? You and I know the answer. 🙂

THERE are about 42,000 vacancies in the public sector and the Indian community should seize the opportunity to join the civil service, reported Malaysia Nanban.

More Indians should come forward and serve the Government as they consisted only 1.8% of the workforce in the public sector.

The press secretary to the Deputy Minister in Prime Minister’s Department R. Rajendran said the Government was trying to increase the percentage of Indians in the public sector to 4.5%.

TEKUN still have RM30 million for Indians

Below is some updates on TEKUN scheme for Indian community. The reply is due to MP Kulasegaran’s question in the Dewan Rakyat. You may wonder why details about the special scheme is not available on TEKUN website, instead one need to approach MIC through YSS. TEKUN was set up for bumiputra entrepreneurs.

The Deputy Minister says got RM36 million (I thought it was about RM20 million only for this year) and RM6.13 million has been dispersed. But I remember someone saying that there’s no more funds left for the year. That means got nearly RM30 million left in the fund. That can really boost lots of Indian businesses. Want to know how to apply? Ask YSS here (and please share your responses in this blog).

And if you read the last line below, the RM6.13 million loaned to Indians is part of RM1.385 billion which is a mere 0.44%. 600 Indian businessmen out of 150,988 is about 0.4%. RM6.13 million/600 people is RM10217/Indian. While the average is RM1.385 billion/150988 persons is RM9173. If consider only bumiputras, then its (RM1.385 billion – RM6.13 million)/(150,988-600) = RM9168/bumiputra. So, even though the allocation and disbursement is small, the amount an Indian businessman gets is about RM1000 more than the bumiputra businessman. Yeah, average is not a good indicator, just one of many. We should be having 10500 businessmen (if we take 7% rate) instead of 600.  So, questions need to be asked – where are these businessmen? Are they qualified? Did they apply? Are they aware?

I won’t say denied because the amount is already granted, but whether the applications were received and processed, or only those short-listed by YSS would be accepted. It would be good if some sort of online application is created and handled directly by TEKUN or PM’s Dept rather than given to a political party’s extension. Even if YSS is impartial, the impression would be different.

Do note that the forms are free and even the processing fee is deducted from the loan amount.

KUALA LUMPUR: The Agriculture and Agro-based Industry Ministry has denied that the Indian community is being sidelined in the Tekun loan programme for small businesses.

Its deputy minister, Rohani Abdul Karim (BN Batang Lupar), said RM36 million has been allocated this year, primarily for Indians.

“Of this, RM6.13 million have been disbursed to small businessmen from the community nationwide,” she told Parliament this morning.

Rohani said more than 600 Indian small businessmen have benefitted from the allocation, the biggest being Perak with 216 businesses, followed by Selangor with 211 and Kedah, 185.

Earlier, M Kulasegaran (DAP- Ipoh Barat) asked the ministry why there were no publicity on the such allocations for the community.

He said applicants had found it difficult to do so and that many were asked to pay for the application forms.

To this, Rohani said the forms are free and asked Kulasegaran to give specific complaints so that the ministry could investigate.

She said only successful applications were asked to pay RM300 as processing fee for loans below RM10,000; RM50 for loans between RM10,000 and RM30,000; and RM30 for loans between RM30,000 and RM50,000.

“Applicants are not asked for the processing money as the amount is deducted from the loan.” She said Tekun Nasional has until Sept 31 this year, made 188,708 disbursements worth RM1.385 billion to 150,988 small entreprenuers.

Crime rates and Indians

Yet another dead Indian. This time the suspect who allegedly murdered his mother over a dispute was found hanged to death in his prison cell. Relatives who saw the body said there were injury marks, but the officials didn’t allow them to take photos. Police report have been made.

Two weeks back, 5 Indians were shot death, one of them underaged, suspected to be part of a crime gang. The sister of one of them victims drank poison and fed her four kids the same, apparently overcome with grief. All of them are recovering in the hospital.

A day after that, suspected leader of a gang also shot death and police in unmarked car chased him, and he allegedly shot at them.

Just few days ago, police shot dead a Malay youth who went berserk with a kitchen knife. The public is questioning why the youth was shot in the chest, since the police were aiming for the below the knee. And I don’t remember the Human Rights Party making any noise over that. So, they focus mainly on Indian deaths only, I guess.

Is it true that Indians commit the most crimes in this country? According to 2007 statistics, 1.6 murders and  9.7 rapes were committed EVERY day.

According to statistics, Indians commit crime that are not proportionate to their population (in other words, high percentage). And specifically involve the serious crimes.

More stats from 2002:

Among the negative statistics are the Indians recording the second-highest infant mortality rates; the highest school drop-out rates, best seen in the data that only five per cent of Indians reach the tertiary level compared with the national average of 7.5 per cent; the highest incidence of alcoholism, that cuts across all classes; the highest incidence of drug addiction in proportion to population; the highest number of prisoners in proportion to population and the largest number of gangsSixty per cent of serious crimes are committed by Indians.

I’m interested to see the breakdown of crimes and races for the recent years. I remember the police saying that foreigners don’t actually commit that many crime (low percentage only). So is certain crime committed by certain groups/races only? Or is it across the board? I’ve read about Chinese, Malay, Indonesia, and Indian robbers. Kidnappers – Nigerians, Sri Lankans, Myanmarese, Chinese, Indians. Rapists – Indians, Malays, Indonesians. Snatch thieves – Indians, Malays. How about drugs, organised crimes, gambling, vice, human trafficking, smuggling etc? And not to forget white collar crimes too.

If its true Indians are “attracted” to crime, what are the reasons? Greed? Lazy? Media Influence? Poverty? Genes? Other that shooting them to death, what are the possible solutions to this? If Mat Rempits can get much support and millions of ringgit for rehabilitation programs, why not others?

Indians are the bulk of urban displaced people. The groups that were moved from estates and villages into cities end up trapped in the vicious cycle. Yes, some manage to find their way out and eke out a good living. Others not so fortunate. And when a shorter way to make money is introduced, what else is there to think about? You got nothing much to lose.

I would suggest that the low-income people are relocated to areas with low-cost of living. Yeah, sounds cruel and unfair idea. But, if we look at the poor states like Perlis, Kelantan, and Terengganu, the crimes are less. Most of the its incest, rape or petty theft. Cost of living low, so people can make do with less income. But in the cities, how to live with RM1500? That’s why bak kut teh sellers also become part-time robbers.

I remember being a crime victim thrice. One was a mugging, the other two were robberies. The mugging was by two Indians who gave me just enough cash to go back home from KL. The robberies (one was opportunistic since the main door was left unlocked) were committed by an Indian and a Chinese drug addict respectively. Luckily, I was not harmed in all three cases. The drug addict took some clothes and money, and ate the food, while I was sleeping away!

Interesting statistics on Indian community

Academicians and professional Indians took pains to seek solutions to the long-standing problems among Indians at the Millennium Conference for Malaysian Indians in 2002.

Working papers and proposals of an action plan were passed to MIC, but nothing fruitful came out of it. [Its obvious where these papers end up; Samy said nothing much happened for past two decades.]

“There are proposals we want MIC to take up… to get things moving.

“There’s got to be implementation of specific policies to introduce change, not just mere talk,” says academician Professor Datuk Dr C.P. Ramachandran.

While listing the negative statistics that Indians feature highest in his keynote address at the conference, Ramachandran also highlighted statistics that are far from depressing, like the Indians constituting 15.5 per cent of professionals in the country, including doctors (28.4 per cent), lawyers (26.8 per cent), dentists (21 per cent), veterinary surgeons (28.5 per cent), engineers (6.4 per cent), accountants (5.8 per cent), surveyors (3.0 per cent), architects (1.5 per cent), scientists and of successful individuals in telecomunication, media, construction and other businesses.
