Following the “gas leak or not” fiasco at Petronas gas station in Kemuning,  the parents of affected students from SJKT Ladang Emerald held a protest at the station:

Angry parents gathered at a gas station in Bukit Kemuning on Wednesday to protest against an alleged gas leak that resulted in their children being rushed to hospital on Tuesday.

In the mishap 70 students, three teachers and a cleaner from SRK (T) Ladang Emerald suffered breathing difficulties after inhaling fumes from the nearby Petronas station that regulated and transferred gas flow to industrial and residential areas in the Klang Valley.

The alleged leak is believed to have happened when maintenance work was being carried out by a Petronas team.

Coalition of Malaysian Indian NGOs secretary Gunaraj George, who was at the gas station on Wednesday, said it was alarming that such an incident could happen.

“We are now very frightened as we may be dealing with a potential time bomb.

What will happen if there is a larger emission of the stuff which made the children experience breathing difficulties and faint? Is it safe for them to come to school here?,” said Gunaraj.

All the teachers and students were given outpatient treatment and discharged except for the cleaner A. Nanthini, 40, who wa admitted to the Tengku Ampuan Rahimah Hospital in Klang.

A four-year-old daughter of the school’s canteen operator, who was also exposed to the fumes on Tuesday, was rushed to hospital Wednesday after she appeared to be listless and was not able to consume food.

Parent-Teacher Association chairman S. Murugiah said they would be lodging a police report against the station owner and would also initiate legal proceedings.

Also at the gathering was V. Ganabatirau, former Internal Security Act detainee and legal adviser to the now outlawed Hindu Rights Action Force movement. His niece Jayabarathi, 9, was also one of the effected students.

Shah Alam City Council councillor K. Uthayasoorian, who was at the scene, said the maintenance team had obviously not followed standard operating procedures.

Firstly, notice must be sent to all parties nearby informing them of the maintenance work. Secondly, such work must only be carried out at night or during the weekends when there arent many people around,” he said.

Uthayasoorian also claimed that Petronas had not sent a crisis management team to the site after the mishap to explain to parents and teachers what had happened.

Kota Raja Member of Parliament Dr Siti Maria Mahmud said the onus was now on Petronas to pay for medical check-ups for all the students to ensure that they were alright.

“An independent probe into the incident must also be initiated and petrochemical experts engaged to conduct it must be from outside Petronas,” she said.

Petronas Gas Shah Alam area manager Mohd Isa Adam said company officials had gone to the school and spoken to a teacher on Wednesday.

“We wanted to speak to the parents today but the headmaster was away on a course and would only be back on Friday.

“So we will be meeting the parents and all relevant parties on Friday,” he said.

According to Mohd Isa, the station is owned by Petronas and is used to channel gas to Gas Malaysia clients in the Klang valley.

So, who will take the blame this time? Petronas, town planner? local council? state government? developer? MIC?  Education Ministry? What would the solution be? Promise that it won’t happen again as the procedures will be tightened and adhered too? Or that the distance is acceptable and is according to international standard so its a one-off freak incident? This time school, next time?

what happens when school is located in wrong place

7o SJKT Ladang Emerald students and 3 teachers were sent to hospital yesterday. Some of them fainted. Why? It was suspected gas leak at nearby Gas Malaysia station that regulated and transferred gas flow to industrial and residential areas in the Klang Valley.

During the noon incident yesterday, strong winds carried the fumes to the school, Selangor Fire and Rescue Department director Soiman Jahid said.

He said the department team took fifteen minutes to shut off the pipelines.

A parent, R. Raja, said he received a call from a teacher around noon informing him of the mishap.

“I rushed to the school, and saw parents and teachers rushing several students who had collapsed to hospital,” said Raja, whose son Darshan was among the 15 students rushed to Tengku Ampuan Rahimah Hospital.

The others were sent to several government clinics in Shah Alam.

NST reported that the victims were 31 students. And it also reported that Petronas Gas Malaysia saying that there was NO leak and that it was a routine service check which saw the release of the chemical.

The Petronas station, located about 300m from the school, was undergoing maintenance.

Teachers said they felt something was not right after they smelled something pungent in the air.

Pupils began complaining of dizziness and some fainted, which led them to be evacuated to the canteen.

Parents were informed and pupils who were not affected were allowed to go home while those feeling unwell were taken to the hospital.

Petronas Gas Shah Alam area manager Mohd Isa Adam denied there was a gas leak.

He said a chemical — ethyl mercaptan — a colourless chemical to odorise natural gas, was released during a routine service check at the station.

Petronas Gas Bhd, in a statement released later, also said there was no gas leak at the site.

It said “a small quantity of ethyl mercaptan had escaped into the air at 11.30am during maintenance work at its facility in Shah Alam City Gate”.

“The chemical is used to detect any leakage of gas. The smell had drifted towards the school.

“Petronas Gas has taken immediate measures to neutralise the smell of the chemical.”

Police and the Fire and Rescue Department cordoned off the road leading to the station during the cleaning-up operations as workers from Kualiti Alam sealed several drums believed to contain the chemical.

The issue of safety comes to mind immediately. We now see schools located in the vicinity of cemetery, sewerage pools, oxidation pool, water reservoirs, gas stations, hypermarkets, and God knows what else.  Who regulates all this approval of locations?

SJKT Ladang Emerald is a newly built school replacing the old one, built by the developer who took over the development of the land in Kota Kemuning. Unfortunately, there’s a hazardous site nearby it. Is the gas station located within the permissible distance from other areas?

Don’t let accidents happen, then only want to run around like headless chickens.

From RTM Disaster Unit blog:

95% of the school is no more. Only a store was saved.

Muhyiddin visits SJKT Ladang Bukit Jalil

Today’s papers splashed photos of DPM Muhyiddin who is also Education Minister visiting two schools yesterday. One of the schools is the controversial SJKT Ladang Bukit Jalil. This is a school which have been flooded 13 times over since 2007, and its new site was proposed to be next to cemetery. This is the school where parents chipped in to hire contractor to widen a drain.  The Ex MP also cried after visiting this school. And, last but not least, this is the school that was missing from KL City Master Plan.  Yup, THAT school.

The people living there were given eviction notices, and the school given a plot of 0.4 ha only, that too to be shared with the temple.

Utusan mentioned that Muhyiddin asked some changes to b made to the building plans so that it can accommodate 200 students in 2011 intake. The school has 90 student now, and the new building is expected to cost RM2 million. The 70-years old school will be rebuilt on government land in 18 months, in time for the new intake in 2011. At that time, it will be a fully-aided school. So, is it still going to be built next to cemetery, on a small piece of land? Anyone already briefed new Education Minister about this? That’s because he announced that the school will be build on City Hall land, measuring a smaller 03.ha area while Star quoted 0.4ha.

SJK (T) Ladang Bukit Jalil headmistress Tamilselvi Suppiah said the 75-year-old school was originally built on estate land, and had six classrooms for 92 pupils from Years One to Six, and 14 teachers.

“Our enrolment figures started to drop after the school was affected by floods 13 times in the last two years,” she said.

Anyway, with current interest for parents to enrol in Tamil schools, 200 places will not be enough for SJKT Ladang Bukit Jalil in two years time.  The area is surrounded by townships that has significant number of Indian families. So, we will be back to square one – lack of facilities and overcrowded school.

The point is, if do things, do it properly. Research the suitability of the location for school. Do some study on future needs and then do the allocation.

SJKT Ladang Lauderdale

Update from Dr Sreedharan who is leading the initiative on SJKT Ladang Lauderdale:

SRJK(T)LADANG LAUDERDALE , MATANG – Latest update .

It has been about 2 weeks since MI Club members visited the SRJK(T) LADANG LAUDERDALE,MATANG . On the 14th April , I visited the school again to see the progress taking place in the school .

Since our last visit , both myself and the Headmaster have been constantly in touch and I was updated on the progress taking place . I called up one of the Berkat share holders who own the estate and explained about the school and the urgent need for expansion and requested for permission to build another 2 classrooms . Mr. Anwar , one of the share holder called me back one week later to inform that they have no objection to our request but for formality asked us to submit a letter so that the matter can be brought up in their board meeting . A letter was send to Mr.Jayaraman who is in charge of this matter . On the 9th April the estate tractors was send to clear the land proposed for the building and about 7 palm oil trees were uprooted.

The same time , we also received a quotation from JKR which estimated the cost of the building including wiring to be about RM 58,000 plus . The quotation was a little higher then we had expected . We decided to look for other contractors and to get their quotations .

The PPD then informed the Headmaster that Rm 20,000 has been allocated for the school as part of “ Naik Taraf “ . This money is for repairs ,painting and to purchase electrical stuffs . Initially when we told the PPD officer that we would like to use this funds for the building of 2 new classrooms , they did not approve . After speaking to the higher officer and explaining the urgent need , he agreed to approve . They sent their contractor to asses and estimate the cost . We had the plans drawn and the contractor estimated the cost will be about more than RM30 ,000 . We asked for estimation without wiring or painting . He quoted the estimation to about Rm22,000 . After negotiation he agreed to get it done at Rm20,000 .

I have already got a friend who agreed to do the wiring at free of cost . The painting , I suggested once the building is up , we will get some volunteers on a Sunday and together with the students get the painting done . It will make everyone feel that they had done something for the school . I am hoping MI club members will be there to participate since it is their effort and their kindness which had helped the school to get two new classrooms .

Four weeks ago MIC President Dato Samy Vellu had made surprise visit to the school and promised the school RM400,000 K for the purpose of the new building . He had promised to follow up and get the new building up as soon as possible . This was prior to the Bukit Gantang election . This school falls in Bukit Gantang district . As usual Politicians make many promises before election and forget about it after the election especially when they get defeated . Anyway I found out that the Rm 400,000 K was already allocated to the school as part of the Governments stimulus package of Rm50 million . As part of the package this school was to receive Rm400,000 K . Our kind President of MIC who already knew about this announced the amount making it look like MIC is giving . I feel so disgusted and could not find the right words to describe my feelings . I sincerely request to members of MIC , if you can’t do anything , please stop delivering false promises to help the poor people . Let people who are really sincere do the needful .

We also discussed other matters , the headmaster was busy as there is going to be a Tamil Carnival in Perak state where all Tamil schools in Perak will be Participating in Essay , poetry , story telling and other competitions . They were busy deciding which students will participate in which competition and looking at the results of the students , most of them have high marks and the HM did not want to disappoint them . He had to choose the right competition for each of them based on their talent .

I also went thru the attendance record of the students and the performance of each students in their exams . The attendance record are maintained daily and monthly and yearly for each students . This year students who have 100% record of attendance will be recognised and awarded .

There were about 10 students who are having transport problem coming to the school . Actually most of the students are from surrounding the estate . One girl from standard 4 , thevadharshini who has other 6 sibblings , whose alcoholic father had deserted them , was about to drop out of the school . Her mother had send the elder brother to a welfare home . quick intervention from the Headmaster managed to keep her in school . Everyday a teacher picks the girl up and drives her to the school and drops her back on the way home . I went through Thevadharshini’s records and she has scored nothing less then 90% in most of the subjects . Throughout the 4 years , she has done well in the school .

The Headmaster had asked for 10 bicycles but he was able to get one . Since Thevadharshini needed it the most , the bicycle was given to her .

We discussed about the financial matters . I informed the Headmaster that Mr.Poobalan had banked in Rm500.00 on behalf of UMIC . All together the total amount that we have collected is about Rm5,000.00 . We decided for time being to put the money in a fixed deposit and to use it later for the building . I was shown other things that was donated through MI club. There was few book cabinets , file cabinets , classroom tables , chairs and tables and benches for the canteen . I think it was Mr.Balu ( I am sorry if I got it wrong . There were a long list of names ) who had donated all these things . Mr. Sugu had donated some revision books and it was distributed to all the classrooms.

At 12.30 pm , I left the headmaster to attend to his urgent work . 4 hours of discussion was a quite a long one . I went around the classrooms to take some photographs for you to see how cramped up the classroom was . One class was being held in the canteen . The teachers do not have their own tables since there was not enough space . They share the tables with the students .

We hope to have a fundraiser to raise more funds for the school . We also understand that the standard of the school must improve and maintain . This will further encourage more parents to send their children to this school .

We hope the project of the classroom building will start by May and hope to finish by end of June . this will help to reduce congestion and hope helps the exam going students to concentrate better in their class .

Weekly twice , these children , plus other students have tuitions after school . The HM has arranged for a small meal for those who are unable to go home for lunch .

The HM monitors the progress of all the students and those who are not doing well , their parents are called in for counselling and when they fail to turn up , the HM himself pays them a visit .

Every detail of each children is maintained as a record which includes their financial status and other personal details .

We are really hoping to improve this school and bring it to another level . Even the teachers now feel a little confident with our involvement and with the progress taking place , they believe changes will take place and they too feel motivated .
